Background:

On a regular basis, the OSCE Programme Office in Bishkek (POiB) undertakes measures to increase the effectiveness and efficiency of the POiB procurement processes and procedures, to stay in line with the Common Regulatory Management System (CRMS) and meet the auditor recommendations, whenever such issued. This is in recognition of the fact that procurement of goods and services make the backbone of the majority of programmatic activities, whereas the duration of such processes and procedures and the quality of goods and services they can ensure in the end predetermine whether the project will have an initially intended impact. In addition, the amount of time involved in various procedures has an impact on the project implementation timeline and, as a consequence, also donor relations, in case of extra budgetary (ExB) projects.

Presently, the POiB intends to augment the internal capacities to analyse the current procurement procedures/processes/tools to identify concrete ways how those could be optimized and/or improved, including by building on the good practice of other relevant organisations, while being in compliance with the CRMS.

Objective of Assignment:

To optimize and improve the procurement processes and procedures, and the supporting toolkit, with a view to making them more efficient in support of programmatic implementation.

Tasks and Responsibilities:

Under the supervision of Deputy Head of Mission (DHoM), and in co-operation with the relevant staff of the Fund Administration Unit (FAU), the International Consultant will perform the following tasks:

  • Revise the existing POiB procurement rules, processes, procedures and the relevant toolkit, with a view to identifying the areas, where these could be improved to make them more efficient, while retaining or strengthening their effectiveness;
  • In light of good comparable practices of other international organisation suggest revisions to the existing procurement rules/procedures/processes to make these more efficient, while keeping in mind the need to ensure that the revisions comply with the auditor expectations as to the required controls in place;
  • Where suggested revisions go beyond the existing OSCE CRMS (i.e. requiring the revision of the CRMS), develop strong justification for the revision of the Organisational rules with referencing to the good comparable practices of other international organisations;
  • Develop the supporting toolkit (templates, checklists, etc.) to operationalize the revised rules/procedures/processes;
  • Participate in the meeting for the POiB to present the final results of his/her work.

The International Consultant will be partly telecommuting from the place of residence, as well as work in the premises of the POiB. Therefore, he/she will be expected to travel to and be based in Bishkek for some part of the assignment.

Deliverables:

  • Analytical report with recommendations on how the POiB existing procurement rules, processes, procedures and the relevant toolkit could be improved;
  • Suggested new toolkit;
  • Presentation of the results to the senior management.

Necessary Qualifications:

  • First-level university degree in business administration, commerce, supply chain management, economics or related field;
  • Advanced CIPS certification or equivalent public procurement or supply chain qualification;
  • At least 10 years of progressively professional experience in the field of procurement in international organisations;
  • Experience with reviewing procurement practices and proposing improvements;
  • Experience in managing numerous procurement processes simultaneously (including those involving multiple clients, stakeholders and projects);
  • Experience of managing public procurement is an asset;
  • Proven project management experience is an asset;
  • Highly developed analytical skills with an ability to think outside the box to develop creative and efficient solutions;
  • Knowledge of English. Knowledge of Russian is an asset.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
