Overview

Contribute to improve management of Trade Facilitation reforms.

You have:

  • Advanced university degree, Master, in economics, business administration, law, development, or any related field, is required.
  • At least 12 years of relevant work experience in designing and developing IT tools and solutions related to international trade is required.
  • Excellent knowledge of IT tools and functionalities is required.
  • Good knowledge on WTO Trade Facilitation Agreement is required.
  • Work experience in training and capacity-building on trade facilitation measures in developing or least developed countries is required.
  • Work experience in reviewing and producing policy recommendations in the area of Trade Facilitation is required.
  • Fluency spoken and written in English required.

Result of Service

Contribute to improve the management of the Trade Facilitation reforms and increase coordination, monitoring and evaluation in the implementation of the trade facilitation agenda at national and regional level in the East African region.

Duties and Responsibilities

Under the supervision of the project manager of the UNCTAD project, EAC (East African Community) capacity building for the trade portal connectivity and trade facilitation, and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the consultant will undertake the following activities: • Create the Reform Tracker for the East African Community countries which do not have one (Burundi, Democratic Republic of Congo, Tanzania) • Upscale the existing Reform Tracker for the East African Community countries (Kenya, Rwanda, Uganda). • Liaise with IT developers and guide them to develop the East African Community Regional Reform Tracker with a Monitoring and Evaluation system to be used by the East African Community Secretariat • Guide and train the East African Community counterparts in the programming of the East African Community Trade Facilitation implementation Strategy and the WTO Trade Facilitation Agreement into the new Regional Reform Tracker.
