Uzbekistan is at an important demographic juncture. Today's children and young people, constituting 55% of the population, in 15-20 years will become the largest labour force Uzbekistan has ever had. The Government of Uzbekistan continuously prioritizes children and youth development and support in realization of their potential fully. Significant resources are allocated to provide children and youth with education, employment and social support. However, many initiatives, especially at the local level, lack systematic approach and are not fully based on the rights, interest and needs of children and youth.

In this context, the initiative Youth and Child-Friendly Local Governance (YCFLG) has been launched by UNICEF jointly with the Youth Affairs Agency and nationwide movement “Yuksalish” and endorsed by the national Government at the highest level. The YCFLG initiative will support the local government to plan, allocate resources, implement and monitor their activities in the way tailored to the interests of children and youth. In other words, the initiative will help to establish cities where the voices, needs, priorities and rights of children and youth are an integral part of government policies, programs and decisions.

As of today, khokims (local governors) of 6 cities of Uzbekistan have singed MoUs on their commitment to model child and youth-friendly governance in their cities. The selected cities are the following: Asaka in Andijan region, Kokand in Fergana region, Zarafshan in Navoi region, Termez in Surkhandarya region, Yangibozor in Khorezm region, Buston in the Republic of Karakalpakstan.

UNICEF will support strengthening the capacity of the local government representatives from the abovementioned cities to plan, develop and implement the local action plans responsive to the needs and interests of children and youth. In this regard, UNICEF is looking for an international consultant/trainer to develop and deliver the training programme on Results-Based Management (RBM), including rights-based approach.

In addition, six national consultants (two of whom are already hired) and implementing partners will be trained as Trainers of Trainers (ToT). They will support the local government in the longer term, as well as provide support to international consultant in development and delivery of the training to the local government representatives.

Objectives

The international consultant/trainer on RBM, in close collaboration with the international consultant on Results-Based Budgeting (RBB), is expected to:

  • Develop a) 10-days programme of online ToT training for national consultants and implementing partners and b) develop a 4-days offline training programme for local government representatives
  • Develop teaching and learning materials on RBM and rights-based approach relevant to the context of Uzbekistan and in line with training programmes
  • Jointly with ROB consultant, co-facilitate and deliver online TOT training for the national consultants and the in-country training for the local government representatives from 6 selected cities of Uzbekistan.

Timeline and Deliverables

The consultant is expected to deliver the tasks during 26 working days in August -September 2022

1. Build capacity of the national consultants in rights-based approaches and results-based management (20 days)

1.1. Jointly with another international consultant, develop a 10-days programme of the online ToT - August 2022 – 5 days 1.2. Develop teaching and learning materials on rights-based approach and RBM for the training - August 2022 -5 days 1.3. Co-facilitate online ToT for the national consultants - August 2022 – 10 days

Deliverable 1:

  • TOT agenda, handouts and materials are finalized
  • Online ToT training is conducted

2. Enhance knowledge and skills of the local government to plan, monitor and implement in the way responsive to the rights, needs and interests of children and youth (6 days)

2.1. Jointly with another international consultant, develop a 4-days training programme 2.2. Co-facilitate in-person training for the local government jointly with another international consultant and the trained national consultants

Deliverable 2:

  • Agenda, handouts and materials, guidance on the further process of Action Plans development are finalized - August 2022 – 2 days
  • In-country training for local government is conducted - August-September 2022 – 4 days

To qualify as an advocate for every child you will have…

  • Advanced university degree in public policy, social policy, economics or any other relevant field
  • At least 5 years of professional experience in field of public policy, public administration (verified by records of work experience).
  • Good written and spoken command in Russian, knowledge of English and Uzbek is an asset (verified by review of CV/profile and interview).
  • Knowledge and experience in undertaking capacity building of the local government
  • Experience in conducting ToTs (verified by records of work experiences in carrying out at least two trainings/workshops).
  • Excellent presentation and communication skills (verified by records of work experience in delivering speeches or presentations).

Management

The international consultant will be supervised by the Youth and Adolescents Development Officer. The consultant will work in close collaboration with the Child Rights Monitoring Specialist, Social Policy Officer (Public Finance Management) and two national YCFLG consultants.

Resource Requirements and Payments

The final budget will be determined following the review of the submitted technical and financial proposals and based on “the best value for money” principle.

The consultant will be paid by instalments upon completion of the deliverables certified by the Youth and Adolescents Development Officer in line with the following schedule:

Deliverables 1 Instalment #1: 50% Deliverable 2 Instalment #2: 50%

The International Consultant will receive direct payment to his/her indicated bank account in US dollars.

The candidates are requested to submit their financial offer consisting of fee for the services and travel expenses to be provided.

Procedures and working conditions

The international consultant will work remotely with a visit to Uzbekistan is expected for in-country training. During in-country visit, international consultant will be provided with office space, transportation, translators and support with meetings arrangements. Laptops or computers will not be provided. Visa related expenditures will be covered by the consultant, however UNICEF, within its means, will facilitate the process. Travel expenses to and within Uzbekistan for the consultancy purposes (terminal expenses and local air fare) as well as DSA in Uzbekistan will be funded by UNICEF and according to UNICEF rules and procedures.

Reservations

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
