Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

To ensure an effective programmatic delivery, UN Women Myanmar must uphold an adaptive management approach through which interventions can be reformulated as necessary to better respond to changing country priorities and needs. Creating a system of knowledge and a culture of learning provides a robust foundation for meaningful action and impact through evidence-based decision-making. To this end, UN Women Myanmar is seeking a Knowledge Management Specialist to lead the internal transformation process in coordination with the operations and programme team – in view of streamlining the internal data and knowledge management processes of the Country Office.

The position is home based.

Objective of the service

Under the overall guidance of the Country Representative, and the direct supervision of the Communications Officer, the Knowledge Management Specialist will ensure that knowledge management substantively contributes to UN Women’s work in gender equality and empowerment of women. The Knowledge Management specialist will lead and support the country team in the development and implementation of the Knowledge Management strategy and plan with the objective to optimize the generation and flow of knowledge across the office and with implementing partners and stakeholders. The consultant will introduce and establish the overall information management from data collection from operations and programme teams through monitoring, the collection of existing knowledge products including studies, reports, donors reports, factsheets, back ground briefs, photos etc.

Duties and Responsibilities

Summary of Key Functions:

  1. Take stock of existing Knowledge Management systems in the office, discuss knowledge insights, challenges and possible solutions with programme teams, senior management, M&E officer, communication officer and operations, identify existing knowledge products (reports, publications, advocacy materials) and outlets; map data collection processes in each of the programmes and operations.
  2. Draft a knowledge management strategy and plan and lead on the establishment of the Knowledge Management strategy, plan, and systems in the Myanmar office (approx. 25 personnel, implementing partners) that allows for knowledge sharing through varies networks that drive a culture of learning (project based, programme based, thematic, external internal. Knowledge management strategy and plan should also promote regular communication and collaboration through brainstorming sessions and cross-thematic projects/outcome leads b. Organize intra- and inter-cluster meetings to discuss knowledge insights, challenges, and possible solutions (pilot initiatives) in coordination with the Accelerator Lab
  3. Identify relevant knowledge products and support the creation of an online library/repository with the support of the communications officer and MiMU.
  4. Lead on the development of UN Women Myanmar learning products including: web site, intranet, MCO web-based knowledge management system;
  5. Establish knowledge management activities including data storage and management, development of products including publications, advocacy materials, and public information;
  6. Establish facilitation spaces (online/in person) of knowledge building and knowledge sharing internally and externally (e.g. UN GTG, CPG GEWE, MiMU
  7. Establish a monitoring of KM strategy, plan and system’s implementation. c. Liaise with the Communications Team to increase the visibility of knowledge materials through internal and external channels d. Review and organize the centralized knowledge repository.

Any other duties as assigned by UN Women.

The Knowledge Management Specialist will work under the direct supervision of the UN Women Country Representative and communication officer for Myanmar. The Knowledge Management specialist will also collaborate closely with the UN Resident Coordinator’s Office, as well as the UN Women Regional Office for Pacific and South-East Asia.

Functional Competencies

Proven programmatic management experience including all aspects of the project cycle (design, implementation, monitoring & evaluation and reporting); • Strong analytical skills, attention to detail and proficiency in data management tools and systems; • Previous work experience from the UN or other international development organization is desirable; • Excellent communication and interpersonal skills aid in collaborating with teams and disseminating knowledge effectively; • Good understanding of organisational processes and the ability to identify, capture, and organise knowledge asset is crucial; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Teams, Word, etc.) and office technology equipment.

Required Skills and Experience

Qualifications

Education

  • Master's degree or equivalent in communication, development, project management or related areas
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience

  • At least 5 years of relevant experience in knowledge management, communications, data storage
  • Knowledge of gender equality and women´s empowerment
  • Demonstrated experience in designing and implementing knowledge management in support of corporate goals
  • Demonstrated experience of working in complex humanitarian or crisis contexts
  • Experience working with the UN is an asset; and
  • Experience working in the region is an asset

Language Requirements

  • Fluency in English is required, Myanmar knowledge an asset.
