Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

UN Women Georgia puts special emphasis on the work towards Ending Violence Against Women, promotion and support to Women, Peace, and Security agenda in Georgia, Economic Empowerment of Women and last but not least, Mainstreaming of Gender into National Planning and Budgeting Processes. Along with these key priority areas that constitute UN Women mandate, UN Women interventions in Georgia are anchored in the UN Country Team’s Development Assistance Framework with the government of Georgia.

Men and boys are strategic and essential partners along with women and girls in challenging gender roles and discriminatory gender stereotypes and promoting gender equality. While significant advances have been made towards women’s empowerment globally as well as locally, sustainable and enduring change would require active engagement and commitment of men and boys to challenge gender inequalities in their personal as well as professional lives. One way to achieve male engagement and lasting results in this work is through promotion of positive masculinity that enables men and boys to be empowering without fears of losing their worth, non-violence, showing emotions, truly respectful to women and girls and able to seek and provide help. In order to enhance the understanding of various stakeholders (state agencies, private sector entities and non-governmental organizations) on how they can promote gender equality and women’s rights by upholding positive masculinity values in their respective sectors, UN Women would like to hire an International Consultant/Trainer who will be responsible for developing modules and conducting trainings in Georgia (with the possibility to travel to Tbilisi and regions). The exact training topics will be finalized based on the need’s assessment conducted by the consultant.

The consultancy work for up to 20 working days is expected to start on 29th of August 2022 and last until 20 December 2022.

Duties and Responsibilities

Duties and responsibilities of the International Consultant are:

  • To develop a detailed work plan for the assignment;
  • To develop a detailed agenda and modules, presentations and relevant training materials for a 2.5-day training;
  • To develop and conduct analysis of pre and post-training surveys;
  • To conduct a series of trainings in person on gender equality and women’s rights for the training participants coming from different stakeholder groups (with the possibility to travel to Tbilisi and regions of Georgia);
  • To draft and submit the final training report outlining the training process, pre-and post-training assessments and recommendations for follow up actions, including on further capacity development needs of the participants.

Deliverables:

  1. A detailed work plan for the assignment/s submitted to UN Women (3 days in advance to the training) – 1 working day;
  2. Detailed agenda and modules, presentations and relevant training materials, including pre and post training tests (finalized at least 3 days in advance of the training) – 3 working days;
  3. 6 trainings conducted for the training participants coming from different stakeholder groups (with the possibility to travel to Tbilisi and the regions of Georgia) – up to 15 working days;
  4. The final training report in English, outlining the training process, results of the pre-and post-training assessments and recommendations for follow up actions, including on further capacity development needs of the participants written and submitted to UN Women (finalized at least 5 days after the training) – 1 working day.

Required Skills and Experience

Education:

  • Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field;

Experience:

  • At least 5 years of relevant professional experience in the field of masculinity studies, gender equality and women’s rights;
  • At least 3 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities;
  • At least 3 years of proven experience in developing training manuals, modules and programmes;
  • Sound understanding of interactive learning methods and adult-learning techniques.

Language:

  • Fluency in English.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess the following minimum qualification criteria to be eligible for further technical evaluation:

  • Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field;
  • At least 5 years of relevant professional experience in the field of masculinity studies, gender equality and women’s rights;
  • At least 3 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities;
  • At least 3 years of proven experience in developing training manuals, modules and programmes;
  • Fluency in English.

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Master’s degree in gender/women’s studies, human rights, sociology, law, international development or related field (max. 50 points)
  • At least 5 years of relevant professional experience in the field of masculinity studies, gender equality and women’s rights (max. 80 points)
  • At least 3 years of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities (max. 70 points)
  • At least 3 years of proven experience in developing training manuals, modules and programmes (max. 80 points)
  • Sound understanding of interactive learning methods and adult-learning techniques (max. 40 points)
  • Fluency in English (max. 30 points)

The maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women VAWG and WEE Programme and Project Analysts.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Programme Analyst that the services have been satisfactorily performed.

  • 40% after satisfactory performance of the deliverables 1 and 2;
  • 60% upon satisfactory performance of the deliverables 3 and 4.
