International Consultant on eLearning

Result of Service The role of the Consultant will be to provide substantive support to the Programme Management Unit in the following tasks:

(i) Contribute to the overall implementation of the programme through its deliveries; (ii) Organize and monitor the design, development and production of pending and upcoming learning modules in English and conversion in localized languages (localizations); this task will be carried out in collaboration with other project and field staff, national focal points, and with the contracted vendors (Production, Voice Over and translation companies). This task may require the Consultant to travel to project sites; (iii) Setup customized courses within the online Learning Management System; (iv) Support users to access and use the eLearning platform administration; provide help-desk assistance; (v) Monitor, assess, identify solutions and report in which way the implementation of the project can be improved and assist the Programme Coordinator in developing new IT strategies.

Work Location Home-based, no travel

Expected duration March - December 2022, including a possible extension depending on funds availability.

Duties and Responsibilities The United Nations office on Drugs and Crime (UNODC) experience shows that capacity building is a key factor in enhancing Member States’ ability to tackle drugs, crime and terrorism in all their aspects. The knowledge gap between countries is often wide and growing due to the unbalanced economic and social growth as well as the lack of international cooperation and coordination. This situation is not only between countries but within them, including some of the most prosperous.

In June 2010, the global project GLOU61 UNODC Global eLearning – making the world safer from drugs, crime and terrorism - was approved. This project, due to end on 31 December 2023, aims at addressing the shortcomings and lessons learned from the past with a focus on sustainability, monitoring and evaluation while continuing as funding allows for the design, development and delivery of standardised learning tools to be reachable by any public official, in any working conditions and location, in order to reduce barriers to accessing knowledge and to promote cooperation.

Qualifications/special skills Academic Qualifications: - An advanced university degree (Master’s degree or equivalent) in computer sciences, information technology or related fields, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: - A minimum of 15 year of relevant professional working experience in the IT field with governmental, educational and/or international organizations is required - Good knowledge of IT and computer hardware and software with practical experience on maintenance and administration of CBT software, is required - Ability to establish and maintain good working relations with individuals of cultural backgrounds, is required - Excellent analytical, planning and organizational skills, are desirable - Communication skills, teamwork and client orientation, are desirable

Language: - English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
