Organizational Setting

FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) project. The Project aims to address increased resilience and enhanced livelihoods, health, wellbeing, food and water security of the most vulnerable people, communities and regions. The project will scale up adaptation measures that have been proven in a number of countries in West Africa, and in similar contexts, with a particular focus on climate-proofing fisheries infrastructure and on value chain segments dominated by women (fish handling and processing).

The project intends to strengthen the sectoral institutions to gather and analyze data to identify climate risks and provide adequate policy and regulatory framework responses and related actions. In the same vein, it aims to enhance the capacities of local actors to anticipate and plan for climate change and to implement adaptation measures.

Reporting Lines

Under the overall supervision of the FAO Representative in The Gambia, the Technical Supervision of the Lead Technical Officer (LTO) and the direct supervision of the National Project Coordinator.

Technical Focus

Facilitate inclusive policy dialogue, sectoral collaboration and interaction between institutions responsible for monitoring the impact of climate change and the quantity and quality of forest cover, including through policy and knowledge sharing opportunities in order to ensure evidence-based, effective decision-making process on matters relating to climate change on fisheries and natural resources.

Tasks and responsibilities

• Organise week-long specialized trainings in collaboration with key government stakeholders on climate risks, climate analysis and mainstreaming climate change in national policies and strategies as well as support for climate related sectoral studies and subsequent revision of national policies and strategies.

• Organize week-long specialized training on climate change and fisheries topics for key staff in the line Ministries.

• Prepare training materials on climate risk, climate analysis and mainstreaming climate change in national policies and strategies that will enhance the skills and knowledge of key government stakeholders as well as raise their awareness.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Master’s degree or equivalent in Natural Resource Management especially on Climate change and policy analysis.

• At least 10 years of work experience on climate change sectoral policies

• Working knowledge (Level C) in English. and limited knowledge (Level B) of one of the other FAO languages (Arabic, Chinese, French, Spanish, Russian)

• Good command of information technology and communication tools.

• Proficient in undertaking inclusive and participatory community and stakeholder consultation, especially on climate related issues.

• Excellent written and spoken skills in English.

• Excellent analytical and communication skills.

• Working knowledge of one or more local languages will be an advantage.

• Excellent written, presentation and reporting skills.

• Strong experience liaising with government, and civil society stakeholders.

• Familiarity with the United Nations System and/or other international organizations is an advantage
