International consultant, needs assessment of the Agency on Export on enhancing capacities (SSAs)

Background:

One of the main goals of the Republic of Tajikistan is promoting export and capacities of entities to facilitate the process. The Agency on Export under the Government of the Republic of Tajikistan was established in 2019 to support in strengthening export potential of the country and promoting the sustainable development of the quantity and quality of exports of goods, products and services of domestic production to abroad. Being young entity, the Agency requires to enhance its capacities in various areas: field of support, main direction, strengthening internal capacities of the Agency, ways to co-operate with counterparts, using relevant tools and instruments for further export promotion initiatives. In this regard, the OSCE Programme Office in Dushanbe supports the Agency on Export in conducting needs assessment of the Agency to provide relevant recommendations for consideration and further implementation. Among others, number of topics for trainings on export promotion are envisaged to be provided

Objective of Assignment:

The POiD is planning to hire an international expert in the field of export promotion and attracting to conduct needs assessment of the Agency on Export.

Duration of Assignment:

2 months.

Tasks and Responsibilities: Under the supervision of the Economic Officer of the POiD, the consultant will perform the following tasks:

  1. Meeting with the Agency of Export and further discuss in course of assignment other topics;
  2. Evaluate current status of the Agency in terms of capacities and support to exporters;
  3. Provide recommendations to the Agency on strategic development on which additional services could be provided by the Agency, considering good international practices;
  4. Provide recommendations for trainings with topics, considering the current internal capacities of the Agency;
  5. Study adopted National Strategy on Export Promotion 2021-2025 and share inputs on its implementation;
  6. Suggest new ways of promoting export potential of Tajikistan.

Note: The work will be performed remotely.

Deliverables:

  • Needs assessment is conducted outlining current status of the Agency;
  • Needs assessment report outlines possible new services delivered by the Agency, topics for training, ways and steps for improving internal capacities of the Agency;
  • Submitting report on work done related to the B2B portal, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.

Necessary Qualifications:

  • University degree in economics, economic development, trade and related area;
  • Minimum 5 years of professional experience in the field of trade and/or export promotion;
  • Good knowledge of current trade trends, international trade commitments, tools and instruments for export promotion;
  • Working experience in state institutions responsible for export promotion is a strong asset;
  • Professional fluency in the English or Russian, both oral and written;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
