Overview

Develop national EUDR coffee policies for Angola, Rwanda, and Tanzania.

You have:

• Masters degree - preferably in agribusiness/agricultural studies.
• At least 10 years in the coffee industry in Africa
• Demonstrated knowledge of EUDR in coffee particularly in both public policy and private sector implementation
• Preferred demonstrated contact or prior work with any national coffee regulations and with coffee cooperatives & producers, processors and exporters in either of Rwanda, Tanzania or Angola
• Preferred demonstrated connection with EU based coffee importers, roasters and retailers
• Fluency in English
• Portuguese, Swahili and Kinyarwanda are assets
• Excellent analytical, report writing, and communication skills.

Duties and Responsibilities

The International Trade Centre (ITC) is the joint technical cooperation agency of the United Nations and the World Trade Organization (WTO). ITC’s mission is to foster inclusive and sustainable trade-led growth by strengthening the competitiveness of small and medium-sized enterprises (SMEs) in developing and transition economies. The EUDR is poised to significantly impact the African coffee market, particularly in East Africa, which is disproportionately vulnerable as the source of more than 90 % of the continent's coffee exports to the EU. ITC is cooperating with the International Fund for Agricultural Development (IFAD) in the context of IFAD projects under the Mattei Plan, PRODECAFE in Angola and BBT-C in Tanzania, as well as the ongoing PSAC in Rwanda, aiming to further develop national policy roadmaps for Angola, Rwanda, and Tanzania to support smallholder coffee farmers' access to the European Union market in compliance with the EU Deforestation Regulation (EUDR). By leveraging South-South and Triangular Cooperation (SSTC), the initiative will foster policy and technical exchange to define actionable reforms and identify practical compliance models for the uptake of the national coffee boards in the three countries. These roadmaps are envisaged as strategic tools to structure and accelerate ongoing national efforts, to ensure that smallholders are not excluded from the EU market Assignment – National EUDR coffee policy roadmaps for Angola, Rwanda, and Tanzania ITC seeks a senior expert on EUDR to help develop and upgrade national EUDR coffee policies and frameworks for Rwanda, Tanzania and Angola. The work will entail to identify and analyse the key technical, operational, and policy gaps hindering EUDR compliance for smallholder coffee farmers, processors and exporters in Angola, Rwanda, and Tanzania, and to develop and upgrade practical, country-specific roadmaps that integrate feasible models for traceability and deforestation monitoring with the enabling policy measures required for their adoption. Key activities include: • Desk-based review of: o IFAD project documents (BBT-C, PRODECAFE, PSAC) o Existing national traceability or registry initiatives in each country o Relevant EUDR tools and handbooks (incl. ITC’s existing training materials) • Light-touch bilateral consultations (remote) with: o Coffee authorities / boards / producer and exporter associations o Selected exporters – determining the current level of exporter EUDR compliance readiness based on previous compliance deadline, 2025 exports to EU, EU buyer guidance dissemination and EUDR compliant voluntary standards certification (eg Rainforest Alliance) o Other relevant ecosystem actors – including relevant service providers supporting traceability, certification, digital compliance systems, and capacity building for EUDR implementation. • Targeted outreach to European buyers/importers to document: o Practical compliance expectations o Data formats, verification practices, and risk tolerance, MNE vs SME importer readiness Copyright Clause: The consultant has to ensure that she/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC.
