The Spotlight Initiative (SI) is a global, multi-year partnership between European Union and United Nations to eliminate all forms of violence against women and girls by 2030.

Funded by the European Union, the Initiative is responding to all forms of violence against women and girls, with a particular focus on domestic and family violence, sexual and gender-based violence (SGBV) and harmful practices, femicide, trafficking in human beings and sexual and economic (labor) exploitation.

The Spotlight Initiative Regional Programme for Central Asia and Afghanistan managed from Kazakhstan in cooperation with all participating countries will harness the collective expertise, experiences, challenges, and energy of gender equality advocates from the five Central Asian countries, as well as Afghanistan. It invests in the development of a Central Asia Alliance on SGBV, comprised of both government and non-governmental stakeholders, including parliamentarians, ministries and government departments, judiciary and police, civil society organizations, activists, survivors, youth, men, and religious leaders.

Through collective thinking and collective advocacy, Central Asia-specific models for legislative, policy and institutional reform will be developed that will be grounded in the international norms and standards guiding work on SGBV, including the CEDAW, the CRC and the Istanbul Convention. In addition, the Models will reflect the importance of gender-responsive budgeting (GRB) methodologies – including costing – to ensure prevention and response to SGBV and harmful practices is robust and in line with the Global agenda to leave no one behind.

The Spotlight Initiative Pillar 6 aims at strengthening regional leadership, coordination, knowledge sharing and networking of women rights organizations to support CSOs collective and strategic engagement with governments and other actors within the broader Alliance for Central Asia on SGBV.

Women’s movement in Central Asia have been hampered by lack of resources, limited access to information sharing and limited platforms for dialogue both within countries and regionally.

CSOs in the region lack a common understanding and position on topics such as sex work, reproductive health information and services for marginalized groups such as women with disabilities, minimum standards for provision of quality services to survivors of GBV etc. The inclusion of marginalized voices, such as LGBTI, women living with HIV, migrants and others, remains a regular challenge in light of a variety of complex and contested socio-political environments within and among the Central Asian countries. Data and knowledge generation have proven to be very important to inform the day-to-day programming of projects/initiatives, including those which could be implemented by CSOs.

Capacity building needs for the involvement of the CSO in regional movement building range from strengthening expertise on SGBV, advocacy skills, leadership, operational and management skills, resource mobilization, and practical support for legal registration.

The CSO needs identified by Public Fund Kameda through the survey conducted in 2021 include topics on strengthening legal expertise for gender and women’s rights protection, NGO development, communication, research, financial and business skills development. Also, CSOs expressed interest in improving IT skills and learning how to provide remote services, as well as enhancing skills for networking both regionally and internationally.

Purpose

Under the supervision of the SI Project Officer, the International Consultant is expected to conduct a three-day Training of Trainers (TOT) for local trainers/ representatives of CSOs from five Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), observe / co-deliver training along with the local trainers to other CSOs and provide technical support to the local trainers and their CSOs.

As a result of this assignment, a pool of trainers will be created to provide capacity building to CSOs in the region; civil society organizations, women rights’ organizations, activists, and women’s rights defenders will strengthen their capacities to design, implement and monitor their own programmes on ending SGBV, as well as consolidate their efforts to end Sexual and Gender-Based Violence in Central Asia.

Given the different levels of CSO development and existing restrictions to certain CSOs within the different Central Asian countries, the support provided will be tailored to the specific context and realties faced by CSOs.

Duties and Responsibilities

  1. Develop and submit a detailed workplan with a timeframe for each task;
  2. Develop a Concept Note for CSO Capacity Building and Programme for a three-day Training of Trainers (TOT). Provide 3 modules for CSO training; the topics for training modules will be selected in consultation with the SI Project Officer and Civil Society Regional Reference Group (CS-RRG);
  3. Facilitate the 3-day TOT for representatives from five countries (F-2-F). Develop an agenda, a list of participants, handout materials for the training in English language with translation into Russian. Simultaneous translation of the workshop will be provided by the organizers. Provide both verbal and written feedback to the local trainers;
  4. Provide support to the local trainers to deliver training to other CSOs in their countries; the local trainers and their CSOs will organize several workshops in their countries, the international consultants will consult and provide support to CSOs (programme development, pre-workshop questionnaire, pre-and-after-workshop surveys, etc); co-facilitate some sessions (this work will be done remotely);
  5. Finalize and submit a final report with relevant recommendations and supporting documents as attachments.

The International Consultant is expected to conduct online consultations with the SI Project Officer and CS-RRG. It is expected that the format of TOT will be face-to-face but this will be confirmed closer to the TOT dates as it depends on the Covid-19 situation.

All deliverables shall be submitted to and approved by the SI Project Officer.

The assignment should be carried out within a period of 15 March – 31 May 2022. Consultants are responsible for delivering the following outputs:

Only candidates, who will accumulate at least 490 (70%) points of the maximum 700 points during the technical evaluation process, will be qualified for financial proposal*.

* Each candidate will be requested to submit consolidated financial proposal in USD (a "consolidated financial proposal" that includes applicant's all expenses required to perform the tasks, including travel expenses for the task, etc.).

The financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:

B = T + Clow / C x 300 where

T- is the universal technical score awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);

C is the financial offer of the candidate; and

Clow- is the lowest financial proposal among all evaluated candidates;

300 is the maximum financial point that can be obtained.

The successful candidate will have accumulated the highest aggregated score (technical and financial scoring).

Payment will be made only if expected results will be achieved agreed package of documents and reports provided without delay and approval of UNDP SI.

  • Financial proposal, including a USD amount to include all costs and expenses the consultant will have to fulfill all tasks within the framework of this ToR.

Kindly note, that the system will only allow one attachment, hence all supporting document e.g. P11, technical and financial proposals, portfolio of works must be scanned as one attachment.
