Background

Monitoring and Evaluation (M&E) identifies trends, measures changes, captures knowledge to improve programmmes’ performance, increase transparency and enhance the contribution of UNDP by establishing clear links between past, present and future initiatives and development results. M&E is an integral part of project/programme implementation.

The Bangladesh Country Office of United Nations Development Programme (UNDP) also exert emphasis on M&E activities to ensure use of new approaches, take course correction and achieve intended results. Since the M&E capacity has been revamped, the UNDP CO is seeking consultancy services to capacitate the M&E staffs in order to maintain the standards of monitoring and evaluation activities. This initiative is also aimed at restoring institutional memory regarding UNDP corporate requirements. The UNDP Bangladesh is going to commission a large number of project evaluations in 2021. Successful completion of the evaluations is another purpose of this consultancy service.

Duties and Responsibilities

Scope of Work:

Working in close collaboration with the Monitoring & Evaluation Analyst of the CO, the Monitoring & Evaluation Specialist will report to the Head, Programme Management & Partnership Support Unit (PMPSU). Major duties and responsibilities of the consultant include, but not limited to:

  • Organize a series of learning sessions on evaluation for project M&E officers and project staff (i.e., evaluation quality assurance and UNDP evaluation guidelines)
    • Conduct learning sessions for wider audience;
    • Follow up with respective projects to do trouble shooting.
  • Provide technical coaching/support to a national M&E Analyst on the overall management of M&E/RBM function in the CO
    • Organize regular coaching sessions on specific M&E/RBM topics (i.e., PQA, IATI, Reporting, Evaluation);
    • Conduct on-the-job training on any M&E/RBM work;
    • Provide technical/substantive feedback to the CO M&E Analyst whenever needed.
  • Support survey/assessment to be conducted by projects (i.e., GCA impact evaluation and SID-CHT baseline survey)
    • Assist in developing survey design, including questionnaires and protocols;
    • Review draft survey/assessment reports and provide technical feedback.
  • Provide technical support to the management for 12 evaluations (i.e., DRRF Mid-term Evaluation, NRP Final Evaluation, AVCB II Final Evaluation, NUPRP Mid-term Evaluation, SID-CHT Mid-term Evaluation, LoGIC Mid-term Evaluation, IBFCR Final Evaluation, SC4SDG Mid-term Evaluation, SWAPNO Final Evaluation, HRP Final Evaluation, EALG and ICBAAR evaluation)
    • Help design evaluations in coordination with CO M&E Analyst and clusters/projects;
    • Support in ToR development;
    • Review an inception report and methodology note of evaluation;
    • Provide technical guidance on data collection/analysis process;
    • Review a draft evaluation report and provide technical feedback;
    • Support development of management responses;
    • Follow up key actions of management responses on a regular basis.

Deliverables:

  • Support to the management for 12 project evaluations;
  • Organize 2 learning sessions on evaluation for project M&E officers and project staff;
  • Support to conduct 2 project survey/assessment; and
  • Coach the UNDP CO Monitoring & Evaluation Analyst on UNDP M&E/RBM corporate requirements.

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Time Frame for the Assignments:

The assignment is for 90 days during the period from 1 June 2021 to 30 November 2021 (tentative).

Required Skills and Experience

Academic Qualifications:

  • Master’s degree in international development, Economics, Social Sciences or closely related field is required.

Experience:

  • At least 5 years of relevant experience in monitoring and evaluation, preferably acquired within national or international institutions;
  • Experience in M&E of development projects, especially within the UN system or other international development agencies;
  • Previous experience in similar assignments, primarily in capacitating institutions in the establishment of a M&E system.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight: 70%
  • Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% point in technical criteria would be considered for the Financial Evaluation.

Technical Evaluation Criteria

  • Working experience on monitoring, evaluation and reporting and - maximum 30 points
  • Demonstrates experience in results based management - maximum 20 points
  • Proven working experience with UN/Donors/GoB- maximum 20 points

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Proposal

  • Brief description of why the individual considers him/her self as the most suitable for the assignment and Work plan, as to how they will approach and completed the assignment. Provide link for the relevant publications (at least 3);
