An uptodate and efficient database of docuemnts that are reviewed and monitored for M&E data; 6. In liaison with other SAMM project M&E officers, support towards M&E activities for the project. 7. Support to establishing long lasting M&E Framework for the TIP and SOM project under the UNODC Southern Africa office.

Duties and Responsibilities 1. Background of the assignment

The United Nations Office on Drugs and Crime (UNODC) Regional Office for Southern Africa (ROSAF) implements a Regional Programme aimed at combating Trafficking in Persons and Smuggling of Migrants. This project is run under collaboration with the Southern Africa Development Community (SADC) Secretariat. Under an EU funded Southern Africa Migration Management (SAMM) project which is a model of a ONE-UN approach collaborative effort between 4 UN development and humanitarian agencies: the ILO, the IOM, UNODC and UNHCR, whose overall objective is to improve migration management in the Southern Africa and Indian Ocean region. UNODC supports Member States in domesticating the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both protocols supplementing the United Nations Convention against Transnational Organized Crime.

Trafficking in persons and the smuggling of migrants are distinct crimes. The lines between the two may often be blurred though especially when they occur in mixed migration flows. A person may start their journey as an asylum seeker, for example, before seeking the help of smugglers and then being exploited as a victim of trafficking, while in need of refugee protection. According to the SADC regional statistical report (2004-2016), approximately 1,217 victims of TIP were officially reported to law enforcement agencies in the SADC region during the period 2004- 2016/7. It is believed that this is just a small proportion of cases of trafficking in persons as a number of cases are not identified and therefore, not reported. This is largely because of the complex and hidden nature of the crime. There are also cases where victims are rescued but are not interested in cooperating with law enforcement for purposes of investigation and prosecution of the offence.

The Monitoring and Evaluation of Trafficking in Persons and Smuggling of Migrants interventions to measure the effective and impact is paramount to programme implementation. Member States require enhanced interventions that are impactful, transformational, and sustainable in the response to trans-national organized crime especially trafficking in persons and smuggling of migrants. The candidate will also support the implementation of Monitoring and Evaluation tools in all Southern African countries with a focus on Zambia, Zimbabwe, Mozambique, Lesotho, Eswatini, Angola and South Africa.

2. Purpose of the assignment

The Monitoring and Evaluation (M&E) consultant will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

3. Specific tasks to be performed by the consultant

Under the overall supervision of the Regional Representative and immediate supervision of the Programme Officer – TiP/SoM within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks for the SAMM Project component implemented by UNODC:

a) Design, develop and implement a project monitoring framework, annual and multi-year monitoring plans, and related tools and systems for the Results Based project Management to ensure delivery of planned assistance to the end users in line with available resources. b) Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement. c) Develop and or review the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems. d) Review the quality of existing data in the project subject areas, the methods of collecting it. and the degree to which it will provide good baseline statistics for impact evaluation. e) Develop baseline data for each project component and for all project indicators. f) With collaborating partners (ILO, IOM and UNHCR), review their existing approaches and management information systems and agree on any required changes, support and resources. g) Collect data on a regular basis to measure achievement against the performance indicators. h) Check data quality with partners. i) Maintain and administer the M&E database; analyse and aggregate findings. j) Support project progress reporting, project mid-term review and final evaluation. k) Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required. l) Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the programme coordinator on improving project performance using M&E findings.

Qualifications/special skills Academic Qualifications: - An advanced university degree (Master’s degree or equivalent) in economics, business administration, international relations, social science law, political science, international relations or criminology, and statistics is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - At least five years of progressively responsible work experience in programme monitoring and evaluation is required. - Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages is required. - Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans is required. - Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies is required. - Ability to facilitate and serve as project liaison for externally-managed evaluations - Experience working within Southern African region is desirable. - Working experience in programmes funded by the European Union is desirable. - Practical experience in developing countries is an asset. Knowledge of the UN work and operations is desirable. Language: - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
