Duties and Responsibilities Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. UNEP works closely with governments, industry, and civil society organizations around the world to develop mainstream solutions for the sound management of chemicals and waste. The Global Environment Facility (GEF) provided funding for Iraq to develop the Minamata Initial Assessment (MIA) on mercury. UNEP West Asia Office is the executing agency for the project and will provide the necessary technical assistance to Iraq to fulfil the MIA requirements, serve as a platform for information and experience sharing at the regional level and enhance support to awareness and decision making leading to the protection of human health and the environment. Within the framework of this project, many reports and documents have been developed. This TOR is for an international part-time consultant to develop awareness raising materials on mercury and the Minamata Convention tailored to Iraq. The Consultant will report to the activity leader on chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups established with the support of the Ministry of Environment in Iraq.

Duties and Responsibilities: The Consultant will carry-out the following duties & responsibilities: Identify priority areas for public communications and develop awareness-raising materials on Mercury and Minamata Convention (English and Arabic) - Review the existing mercury inventory and draft of the Minamata Initial Assessment of Iraq. - Develop an overview on mercury and impact of mercury on human health and the environment - Provide a summary on the Minamata Convention, Iraq’s commitment to implementing the Convention as well as the relevant articles of the Convention to Iraq - Assess the main sources of emissions and releases of mercury in Iraq - Conclude gaps and recommendations to address mercury in an environmentally sound manner that include alternatives to mercury and ways to reduce mercury contamination. - Based on information collected as mentioned above, provide two set of awareness raising materials in Arabic and English that can be used to communicate to the public.

Qualifications/special skills Academic Qualifications: Required: Master’s (or higher) in Environmental Sciences or fields related to environmental policies, chemical and waste or equivalent Experience: Required: PROFESSIONAL: - Minimum of 10 years’ experience working in the environmental field preferably on chemicals and waste management issues preferably in Iraq

SPECIAL KNOWLEDGE AND SKILLS: - Understanding of legislation in the area of the environment and chemicals management, relevant to the assignment. - Familiarity with chemicals conventions and their compliance frameworks is an asset - Previous working experience with MIA development is an asset Language: Proficiency in English and Arabic is required.
