Overview

Design and develop training for prosecutors on maritime crimes and enhance judicial collaboration.

You have:

  • An advanced university degree (Master’s degree or equivalent) in legal studies, in particular in criminal law, is required.
  • A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum seven (07) years of experience engaged in the prosecution of complex crime cases or maritime crime cases, including but not limited to terrorism, armed robbery, drug trafficking, smuggling of migrants, trafficking in persons, and other related maritime crimes, is required.
  • Proven experience in drafting legally focused reports, manuals, issue papers, and/or training plans.
  • Experience in delivering training and mentoring is desirable.
  • Experience designing and/or delivering simulated legal exercises for government counterparts is desirable.
  • Excellent report writing skills are required.
  • Planning and organization skills are required.
  • Proven experience in dealing with counterparts from various cultural backgrounds is desirable.
  • Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable.
  • Ability to build trust across cultural lines is desirable.
  • Fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an advantage.

Result of Service Design and develop suitable training programmes for prosecutors and magistrates, based on the latest trends and modus operandi of organized criminal groups involved in various maritime crimes. Further, the training programme will be based on the best practices in line with international conventions, to strengthen the capabilities for prosecutors to enhance their knowledge and skills related to advocacy, and other prosecutorial tactics.

Develop and deliver practical workshops, in the form of tabletop exercises or simulated scenarios, to enhance collaboration and cooperation between prosecutors and other relevant government agencies, such as law enforcement entities and the judiciary, to ensure legal finish of maritime cases, related to maritime crimes.

Provide mentoring to prosecutors in reviewing case materials, identifying gaps, and developing strategies to overcome challenges associated with complex cases related to maritime crimes.

In collaboration with the national Prosecutor General’s Office, develop a manual tailored to the national jurisdiction, outlining the legal elements and standards required for successful prosecution of maritime cases, key case precedents and court rulings, guidelines on case analysis and evidentiary challenges, specific to drug trafficking cases.

Duties and Responsibilities The purpose of this assignment is to conduct training and mentoring to maritime criminal justice practitioners, in particular to prosecutors and magistrates. The incumbent will also develop manuals, issue papers and various legal reports for further discussion with national counterparts.

Proven experience in drafting legally focused reports, manuals, issue papers, and/or training plans is desirable. Experience in delivering training and mentoring is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
