International Consultant (Maritime Legal Expert)

Overview

Deliver training and mentoring to enhance legal capabilities of maritime prosecution in Indian Ocean states.

You have:

• An advanced university degree (Master's degree or equivalent) in Law, Criminology, Police Science, or a related field is required.
• A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Minimum ten (10) years of experience on prosecution and/or law enforcement is required.
• Proven experience in drafting legally-focused reports, SOPs, and training plans will be desirable.
• Experience designing and/or delivering simulated legal exercises for government counterparts is desirable.
• Excellent report writing skills is required.
• Planning and organisation skills is required.
• Proven experience in dealing with counterparts from various cultural backgrounds is desirable.
• Proven familiarity with the UNODC GMCP mandate is desirable.
• Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable.
• Ability to build trust across cultural lines is desirable.
• Fluency in oral and written English is required.
• Knowledge of another official United Nations language is an advantage.

Result of Service Deliverable A - Develop material for the bi-annual Prosecutors’ Network Forum organised by GMCP IOFMC. Training will be delivered to prosecutors from the Indian Ocean West region (Comoros, Kenya, Tanzania, Seychelles, Madagascar, Mauritius, Mozambique, Angola, Namibia), the Indian Ocean East region (Maldives, Sri Lanka, Bangladesh), and West and Central Africa (Benin, Cote d’Ivoire, Cameroun, Ghana, Nigeria, Togo, Congo, Sao Tome and Principe, Gabon) in Madagascar from 24-28 April 2023. - Deliver training to prosecutors on maritime crimes with emphasis on jurisdiction, intelligence-led investigation, evidence gathering, different elements of the offences and, to propose recommendations to various countries. - Submit a completion report following the Prosecutors’ Network to develop further recommendation for future implementation and trainings within the IOFMC’s Prosecutors’ Network Forum.

Deliverable B - Mentor and/or provide training to government counterparts in Sri Lanka (including but not limited to the Attorney General’s Department) to inform the design and delivery of a simulated trial package to enable effective prosecution of maritime cases. - Mentor and/or provide training to government counterparts in Maldives (including but not limited to the Prosecutor General’s Office) to inform the design and delivery of a simulated trial package to enable effective prosecution of maritime cases. - Submit report on mentoring and/or training programmes delivered in Sri Lanka. - Submit report on mentoring and/or training programmes delivered in Maldives.

Deliverable C (Homebased) - Prepare simulated trial packages for Bangladesh, Maldives and Sri Lanka, in line with maritime scenarios and investigation packages developed by UNODC Law Enforcement Advisor. - Submit report on preparation of simulated trial packages for Bangladesh, Maldives and Sri Lanka.

Deliverable D - Deliver simulated trial with relevant government counterparts in Sri Lanka. - Submit report after completion of simulated trial in Sri Lanka, including recommendations for further engagements to enhance national capacities to prosecutor maritime crime.

Deliverable E: - Deliver simulated trial to relevant government counterparts in Maldives. - Submit report after completion of simulated trial in Maldives, including recommendations for further engagements on capacity-building on effective prosecution of maritime offences.

Deliverable F: - Mentor and/or provide training to government counterparts in Bangladesh (including but not limited to the Ministry of Law, Justice and Parliamentary Affairs) to inform the design and delivery of a simulated trial package to enable effective prosecution of maritime cases. - Deliver two (2) prosecutors’ training programmes to legal actors (prosecutors and/or attorneys) in Bangladesh. - Submit report after completion of prosecutors’ training in Bangladesh, including recommendations for further engagements on capacity-building on effective prosecution of maritime offences.

Work Location Home based with travel to Bangladesh, Maldives, Madagascar and Sri Lanka

Duties and Responsibilities The consultant will deliver specific outputs to develop programmes to enhance the legal capabilities of the legal actors in Indian Ocean littoral states in contribution to the governments’ efforts to ensure legal finish of maritime offences.
