Result of Service- Assist the OCWAR-T Project in the preparation, coordination and conduct of specialised training and mentoring activities for the CIITF of The Gambia and national law enforcement agencies; - Promote synergies between the OCWAR-T project activities and other national, regional or international initiatives in the fields of human trafficking, drug control and crime prevention; - Support UNODC’s cooperation, including through communication and information exchange with relevant counterparts, i.e. national law enforcement agencies, ECOWAS, Interpol, WCO, IOM, the African Union, as well as Police Liaison Officers from embassies present in the country etc; - Develop tailor-made work plans for the CIITF in The Gambia; - Support in the hand-over of procured equipment for the CIITFs in OCWAR-T project countries; - Support joint operation exercises, meetings and workshops between the CIITF of The Gambia and law enforcement agencies of other ECOWAS countries (including the project countries and other ECOWAS member states); - Analyse the major trends and modus operandi with respect to organized crime and drug trafficking in the country; - Provide a monthly report of activity implementation during the period of consultancy; - Support the facilitation of meetings with stakeholders in The Gambia towards the operationalization of the OCWAR-T project and the CIITF/law enforcement in the field of fighting drug trafficking and countering organized crime; - Validate the training and equipment needs of the CIITF to determine the needed support and proffer recommendations.

Duties and Responsibilities The project “OCWAR-T” supports ECOWAS countries and Mauritania in combatting Transnational Organized Crime (TOC), illicit trafficking and aims to enhance the capacity of Member States and facilitate regional and international exchange. OCWAR-T is jointly funded by the European Union under the 10th European Development Fund and the German Federal Foreign Office. It is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in partnership with UNODC and other international actors active in the field of TOC.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in political sciences, law, security studies, terrorism studies, sociology, international relations, international development or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: At least ten years of relevant and progressively responsible work experience with law enforcement especially in the field of fighting drug trafficking and countering organized crime, as well as a good understanding of international aid, technical assistance mechanisms and donor relations are required. Working experience in West Africa, in particular in The Gambia, is an asset. - Proven experience in legal research and analysis, proposals and training plans, and excellent drafting skills is desirable; - Experience in development work and legal systems in West Africa is desirable; - Good communication and interpersonal skills is desirable; - Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable; - Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable; - Previous work experience with the UN or other International Organizations will be considered is desirable. Language: - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
