Background

The UN Women Liaison Office to the African Union (AU) and United Nations Economic Commission for Africa (UNECA) engages with the AU and its various organs, the United Nations systems particularly ECA, regional CSOs, and international NGOs, as well as the diplomatic community and in particular, delegations to the African Union in the adoption, implementation, and monitoring of commitments on gender equality and women’s empowerment (GEWE) at the regional level, and in accordance with its mandate.

The Liaison Office aims at providing technical assistance to the African Union Commission (AUC) through the Women, Gender and Youth Directorate (WGYD) to effectively mainstream gender issues in AU and its programs and policy processes guided by the MOU and the UN Women and AUC joint strategy on Gender Equality and Women’s Empowerment (GEWE). UN Women Liaison Office (LO) also collaborates with relevant departments of the AUC for gender responsive development and implementation of regional initiatives. In addition, the LO continues to establish and strengthen strategic partnerships with relevant UN agencies, INGOs and CSOs to implement catalytic initiatives in supporting the continental GEWE agenda. In this regard, the office carries out knowledge management activities by tracking the implementation of policies as well as identifying and disseminating advocacy messages and good practices to inform decisions and priorities of the AU and its organs. The Liaison Office accordingly endeavors to catalyze the adoption and implementation of gender responsive regional policies which inform programming, policy and partnerships at different levels in Africa.

The Liaison Office (LO) is guided by a Strategic Note (2022-2025) which defines its key development results and management/operational results. The Strategic Note (SN) is aligned with the global UN Women Strategic Plan (2022-2025), the AU GEWE Strategy (2018-2028), Agenda 2063 and other key GEWE frameworks of Africa as well as global normative frameworks. The office implements regional initiatives including the Spotlight Initiative Africa Regional Program (SIARP), African Women Leaders Network (AWLN) and African Girls Can Code Initiative (AGCCI).

To lead the Knowledge Management and Communication initiatives of the office and coordinate the KM and communication activities of the different programs, the UN Women Liaison Office seeks to engage an “International Knowledge Management Consultant”. The Consultant is expected to provide technical and coordination support in the development, implementation, and visibility of the UN Women LO knowledge management activities as well as develop, implement and provide visibility to the knowledge management Action Plan for UN Women specific activities as defined in the joint SIARP Knowledge Management Strategy and Implementation Plan (2021 – 2023).

Duties and Responsibilities

Under the direct supervision of the Liaison Specialist and overall guidance of the Special Representative, the consultant will be responsible for initiating, producing, disseminating, and documenting effective and innovative programmatic experiences and lessons, coordination of learning sessions and webinars and monitoring knowledge uptake.

The consultant will be expected to perform the following specific duties:

  • Initiate and contribute to the documentation and dissemination of knowledge, evidence-based information, promising practices, lessons learned, impact stories, and innovations of the Liaison Office
  • Strengthen engagement with partners knowledge management focal points, through sharing of resources, guidance, and tools and encouraging the exchange of promising practices and lessons.
  • Collect and consolidate inputs from UN Women Country and Regional Offices to inform the development of knowledge products.
  • Identify areas for promoting new knowledge and innovation that can support the implementation of the initiatives and programs of the Liaison Office.
  • Coordinate the development of the Joint AUC, UN Women, and UNECA Newsletter on GEWE
  • Regularly update the Liaison Office shared drive folder to ensure all knowledge products and relevant resources are documented.
  • Ensure wide dissemination and visibility of knowledge products and programme achievements.
  • Write and/or disseminate press releases, pamphlets, editorials, branded materials, and other written communications materials as required.
  • Provide communications and advocacy support to joint regional campaigns, launching initiatives, Knowledge products, and publications.
  • Liaise with the relevant communications team on the development of visual assets, templates, and other resources for ongoing strategic advocacy and communications actions related to Liaison initiatives.
  • Prepare background research, briefing notes, and talking points to inform UN Women’s engagement in advocacy platforms and initiatives.

SPECIFIC DELIVERABLES

  • A detailed knowledge management plan for the UN Women Liaison Office to the AU and UNECA developed and implemented.
  • Comprehensive documentation of good/promising practices, lessons learned, impact stories and innovations of the Liaison Office.
  • Knowledge sharing platforms on key GEWE priories including EVAWG, women economic empowerment and women’s participation in leadership coordinated in collaboration with UN Women country and regional offices, HQ, RUNOs, the AUC and other relevant stakeholders.
  • Knowledge Management Action Plan for UN Women specific activities as defined in the joint SIARP Knowledge Management Strategy and Implementation Plan (2021 – 2023) developed and implemented.
  • Capacity building plan and activities on the knowledge management responsibilities of
  • UN Women LO, AUC and other partners developed and implemented.

Required Skills and Experience

Education:

  • An advanced university degree in Information and Knowledge Management, Communications and Technology, Mass Media, Journalism or a related Social Science in a recognized university.

Experience and competencies:

  • 5 years of relevant work experience in the development and implementation of Knowledge Management Strategies.
  • 5 years of experience in developing knowledge management strategy documents with clear implementation plans and key milestones.
  • Extensive and demonstrated experience in developing strategies and community of practices, virtual platforms.
  • Ability to do research, analyze data and generate quality reports, as well as to work effectively with team members.
  • Experience in deploying technology to manage corporate information and knowledge.
  • Experience working on communications and advocacy with intergovernmental institutions including UN system and AU is an asset.
  • Ability to take initiative, multitask, work independently and proactively.

La****n****g****u****a****g****e Requirements:

  • English (Mandatory), Level – Fluent
  • Working knowledge of the French language is an asset
