Background:

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

With the advisory support of the OSCE Secretariat, and in view of the K9 Feasibility Assessment Report developed by the OSCE, the Project will support capacity building of law enforcement K9 capabilities to detect SALW, ammunition and explosives.

Expertise will be provided to assist authorities in developing a Master Plan for optimizing K9 capacities of police agencies in BiH in close co-operation with the relevant authorities. The Master plan will guarantee ownership, prioritization of action, and tasking of further development of technical specifications. The Project will subsequently support implementation of the Master Plan, with focus on developing the necessary legislative, infrastructure and operational framework for up to eleven (11) K9 units determined that could benefit from different forms of OSCE support.

Objective of Assignment:

The Mission is seeking to engage an International Consultant to effectively assist development of a Master Plan for K9 capacity building.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 20 working days.

Tasks and Responsibilities:

Through close liaising with the PIT and LEAs’ supervisors, the successful candidate will be tasked with the following duties:

1. Assisting authorities in developing a Master Plan for optimizing K9 capacities of police agencies in BiH;

2. Analysing the current K9 operational plans, policies and procedures within the beneficiary LEAs;

3. Identifying existing or emerging K9 units' service gaps;

4. Conducting in-country site visits to assess K9 locations of the LEAs beneficiaries;

5. Ensuring that recommendations made under the K9 Master Plan are in line with best practices;

6. Conducting interviews with various LEAs’ beneficiaries to help identify issues that need to be addressed in relation to K9 units (facilities and equipment);

7. Reviewing available documents and records relating to the management, operation, and budgeting of the LEAs K9 units;

8. Considering applicable best practices in other agencies;

9. Reviewing findings of the K9 Master Plan with PIT and beneficiary LEAs for validation;

10. Supporting the organizing of two (2) workshops with representatives of SALW CCB and LEAs to discuss the issues related to the K9 Master Plan.

Deliverables:

- Deliverable: Master Plan for K9 capacity building; - Indicator: K9 Master Plan that maps, sequences and prioritizes each K9 capacity in need of support is developed and submitted for adoption; - Timeframe: By end of October 2022.

Necessary Qualifications:

  • First-level university degree in security and/or defence studies, or a related field;
  • Minimum of four (4) years of professional experience in project management and in the field of K9 detection of SALW, ammunition and explosives;
  • Pronounced research, analytical and organizational skills;
  • Experience in delivering education/training to law enforcement officials;
  • Pronounced interpersonal and communication skills, including the ability to effectively present to and advise high-level counterparts;
  • Computer literate with practical experience using Microsoft applications;
  • Excellent written and oral communication skills in English and in the local languages;
  • Prior experience working with international organizations would be an asset.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
