Purpose of Consultancy:

UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results. Under the overall guidance of the Representative/Deputy Representative, and with direct supervision of Chief Technical Adviser (CTA), the International Data Processing Expert will support the Papua New Guinea Country office and National Statistics Office (NSO) in processing data collected from the survey.

The surge in the COVID-19 cases in Papua New Guinea made it impossible to mount a national population census without compromising the health of the field workers as well as the general public, while ensuring quality census data. Despite the current challenges, there remains an urgent need for a basic population data to aid the government in determining the concentration and geospatial location of its population including the vulnerable groups of people. Proper identification would enable efficient delivery of basic services as well as the development of evidence-based plans and programs.

To respond to the data gap on population, a nationally representative Socio-Demographic and Economic Survey will be conducted in PNG by the National Statistics Office (NSO) with technical assistance of UNFPA and funding support from the Australian Government. Around 5,000 households will be selected nationwide as samples in the survey.

Processing the data collected from the survey necessitates the services of an International Data Processing Expert (IDPE) who will closely collaborate with the NSO on data capture, cleaning, tabulation, storage and dissemination.

The IDPE will be responsible for the following:

• Assist NSO in the development of the following computer system/applications:
  • systematic flow of the data received from the field to the NSO Server;
  • completeness check of the submission of data files/questionnaires from the field;
  • data cleaning;
  • tabulation;
  • data warehousing; and
  • data dissemination tool/s.
• Contribute to the capacity building of NSO staff;
• Perform other job-related duties as assigned by the UNFPA Representative and/or Deputy/Assistant Representative required to ensure the success of the above-mentioned activities
• Perform other duties as required.

Duration and working schedule:

The contract will cover the period of 3 months from April to June, 2022. Estimated starting date is 15th April 2022. Payments are calculated on the basis of a daily rate.

Place where services are to be delivered:

The International Data Processing Expert (IDPE) will be based in in the National Statistics Office (NSO), Port Moresby, Papua New Guinea.

Required expertise, qualifications and competencies, including language requirements:

Education:

At least Masters' degree in Statistics, Demography, Computer Science, MIS or equivalent qualification in a relevant, directly related discipline with statistical component.

Knowledge and Experience:

• At least ten (10) years of professional experience in Data Processing of Censuses and Surveys results
• A minimum of ten (10) years of professional experiences (proven track record) in data processing using the latest version of CSPro, Redatam, Survey Solutions and any data archiving, management, documentation and dissemination tools;
• A minimum of five (5) years of experience in data processing for censuses or surveys in a developing country;
• Experience in capacity strengthening and development, and skill transfer for local counterpart.

Languages:

Fluency in oral and written English is required.
