Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Based on UN legislative mandates and the UNW Strategic Plan, the Regional Office for Asia and the Pacific is tasked with providing strategic programme development, policy / technical advisory services and quality assurance support to Multi Country Offices and Country Offices. It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation.

In this context, UN Women Regional Office for Asia and the Pacific seeks to hire an international consultant to support programme development and knowledge management for the humanitarian action, disaster risk reduction (DRR) and climate change adaptation (CCA) portfolios.

Duties and Responsibilities

Under the supervision and guidance of the Regional Advisor, Humanitarian Action and Disaster Risk Reduction, the Humanitarian Action and Disaster Risk Coordinator will undertake the following tasks:

  • Support the development of UN Women programming relating to preparedness and response for humanitarian emergencies, climate-induced disasters and/or COVID-19 in the Asia-Pacific region, including providing dedicated research support, drafting of concept notes, project proposals and briefs;
  • Support UN Women MCOs/COs/PPOs in documenting humanitarian action and/or DRR-CCA project implementation challenges, strategies adopted to overcome the barriers, in the COVID-19 context, including determination of field level implementation challenges, risk mitigation measures and alternative strategies to continue implementation, as well as documentation of good practices and lessons learned;
  • Provide targeted technical support and remote/virtual capacity strengthening sessions/trainings/webinars on ad-hoc basis to UN Women MCOs/COs/PPOs and partners for the implementation of programmes relating to gender-responsive humanitarian action and/or DRR-CCA in the Asia-Pacific region;
  • Provide technical leadership in the development of gender-responsive disaster preparedness and response plans for UN Women MCOs/COs/PPOs as requested by national governments;
  • Provide technical inputs to workplan
  • Provide strategic input to development of Asia Pacific Strategic Note in line with UN Women’s Strategic Plan (2022-2025) and Humanitarian Response Strategy.

Expected Deliverables

In consultation with the Regional Advisor, Humanitarian Action and Disaster Risk Reduction, and respective UN Women MCOs/COs/PPOs, the Humanitarian Action and Disaster Risk Reduction Consultant will submit monthly reports on:

  • Technical inputs into concept notes, proposals, background briefs, and/or gender-responsive preparedness and response plans;
  • Development of key knowledge products such as gender alerts, think pieces and analytical papers (as needed);
  • Briefs capturing lessons learned, good practices, and challenges related to implementation of gender-responsive humanitarian action and/or DRR-CCA projects;
  • Reports on technical advisory and capacity strengthening support provided to UN Women MCOs/COs/PPOs and partners;
  • Training packages for the implementation of programmes relating to gender-responsive DRR, prevention, preparedness and resilience building;
  • Technical inputs into UN Women’s workplans.
  • Technical support to and delegated representation in IASC Humanitarian regional working groups as well as support to advancing UN Women committed actions in the Gender in Humanitarian Action Working Group.

*Payment will be made upon submission of monthly reports on the last date of each month and approval of the Regional Advisor, Humanitarian Action and Disaster Risk Reduction

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum five years of progressively responsible, relevant work experience at national or international level in design, planning, implementation and/or monitoring of development, humanitarian or disaster risk reduction/climate change adaptation projects relating to gender equality;
  • Technical experience in gender-responsive humanitarian action, disaster risk reduction and/or climate change adaptation, with demonstrated experience coordinating with governments and civil society;
  • Experience writing project proposals, donor reports, and policy briefs;
  • Experience working in the UN System, in particular UN Women is an asset;
  • Working experience in Asia-Pacific is strongly desirable;
  • Knowledge of online communications platforms an advantage;
  • Excellent command of written English, knowledge of other languages spoken in the Asia-Pacific region is an asset.

Contract period and work location

The consultant will be home-based, with the ability to maintain working hours compatible with Bangkok. The contract period is April to August 2022.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight [70%]
  • Financial Proposal (100 points) weight [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation******:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
