Background and purpose of the Assignment:

Bangladesh has made substantial progress in improving reproductive, maternal, newborn, child and adolescent health and reducing morbidity as well as mortality, advances that are globally recognized. To achieve sustainable development goals, we need to address quality healthcare services through clinical mentoring which is an important and valuable tool that helps address knowledge gaps, build clinical capacity, and achieve better public health outcomes in countries where expertise and resources are limited, and it starts at the point where the initial training ends.

Clinical mentorship is a system of practical training and consultation that fosters the ongoing professional development of mentees to deliver sustainable high-quality clinical care. Clinical mentoring should be seen as part of continued professional development required to create competent care providers and driven by the learning needs of mentees. UNICEF has been hired an international consultant to initiate the development of National Strategy and guideline for clinical mentorship program of SRMNCAH services, which needs to be finalized.

Deliverable 2:

Development of the national strategy for clinical mentorship program

• Prepare the draft strategy in-consultation with different stakeholders
• Revise the draft Strategy incorporating all comments
• Review by Technical Working Group (Draft Strategy) and submission of strategy for endorsement

Final draft guideline submits for endorsement by MOHFW

June-July 2023

Deliverable 3:

Development of action plan national clinical mentorship program after the endorsement of guideline

• Document review and meeting with key partners to finalize the format and content of action plan and draft the action plan
• Validate the action plan through organizing 2 days workshop with key stakeholder
• Incorporate all comments and revised the action Plan
• Review by Technical Working Group (Draft Strategy) and submission of strategy for endorsement

Final draft Action plan with costing for endorsement by MOHFW

August-September 2023

Minimum Qualifications/Knowledge/Expertise/Skills required:

• Master’s in public health with At least 8+ years progressively responsible work experience with UN and GOB partners
• Working experience in developing countries

• Field experience in reproductive, maternal, newborn, child, and adolescent health program

  Specialized Technical Expertise / Experience:

• Recent experience of developing the national guideline, strategy, and national plan on RMNC&AH, particularly in a developing country like Bangladesh. Preference would be given to deserving candidates having similar experiences of developing the National MNCH Strategy and Action Plan, particularly in Bangladesh.

• High level of initiative and ability to influence policymakers in MOH&FW and other ministries, collect information from multiple sources, summarize and identify gaps while proactively seeking ways to fill in the gaps.
• Ability to work in a multi-cultural working environment with a team comprising of MOH&FW, QIS, DGHS, DGFP, DGNM, DGME, OGSB and other professional bodies with UN agencies on RMNC&AH, Quality Improvement and other health strategies, action plans and guidelines.
• Excellent written skills with experiences of developing similar kinds of strategic documents in English and verbal communication skills, with strong interpersonal and presentation skills.

Administrative Details:

Work Modality: Remote working from home with partial physical presence at Dhaka

Travel: One economy round trip airfare for Consultant's home-Dhaka-home, if applicable

Payment: Payment will be made upon successful completion of each deliverable according to schedule and certified by the supervisor.
