1. Purpose of consultancy

• Provide technical expertise on SARI Treatment Center SOPs to meet the specific IPC & construction standards within isolation facilities, advise on surge plan development & critical items management, Water Sanitation & Hygiene (WASH), Infection Prevention Control (IPC), Health Facilities Support, case management etc. • Facilitate with the Ministry of Health and Population (MoHP) to identify the appropriate location for the setting of Severe Acute Respiratory Infections (SARI) treatment center in Kathmandu.

2. Background

Under the overall supervision of WHO Representative and Incident Manager – COVID-19, in close coordination with NPO-OSL and pillar members, the incumbent will function as per the ToR appended below.

1. Facilitate with the Ministry of Health and Population (MoHP) to identify the appropriate location for the setting of Severe Acute Respiratory Infections (SARI) treatment center in Kathmandu.

2. Coordinate with the engineering team of WFP Nepal for the identification of appropriate land at the Armed Police Force (APF) Hospital, support the layout finalization and preparation of the base platform for the SARI treatment center set up.

3. Review the Bill of Quantity (BoQ) prepared by the engineering team, facilitate to prepare the specifications and procurement of functional support items including biomedical equipment, power back-up and oxygen required by the treatment center.

4. Facilitate further coordination with WHO-HQ and WFP-HQ to finalize the legal document Memorandum of Understanding or Letter of Agreement to set up and operationalize of SARI treatment center.

5. Formulate and facilitate the hands-on training of MoHP and APF hospital focal points for the set up and dismantling SARI treatment center.

6. Provide technical expertise on SARI Treatment Center SOPs to meet the specific IPC & construction standards within isolation facilities, advise on surge plan development & critical items management, Water Sanitation & Hygiene (WASH), Infection Prevention Control (IPC), Health Facilities Support, case management etc.

7. Evaluate the current oxygen supply and consumption methods, and recommend strategies for oxygen delivery to the health facilities.

8. Perform any other related incident-specific duties, as required by the functional supervisor.

3. Deliverables

• Deliverable 1…. Activity 1.1: Support Incident Management system in OSL team for facilitation of the SARI Treatment Center in Kathmandu Nepal

Activity 1.2: Provide technical expertise on SARI treatment center to meet the specific construction standards etc.

Expected by: 6 weeks from joining date.

4. Qualifications, experience, skills and languages

Educational Qualifications: Essential: • Advance University degree in International Logistics or related degree from a recognized university.

Experience Essential: • 5 years International experience in health logistics management in disaster risk response activities. partnership building or related area.

Desirable: • Of these 5 years, working at least 1-2 years in a developing country setting is preferred.

Skills/Knowledge: • Thorough knowledge of health logistics. • Knowledge of programme planning, monitoring and evaluation process. • Demonstrated ability and skills to manage high profile and sensitive/classified information. • Excellent interpersonal skills with ability to negotiate and convince officials with tact and diplomacy. • Knowledge of procurement policies. • Demonstrated operational planning and organizational skills complemented through understanding of emergency response mechanisms with track record in providing field logistics and operational support for outbreak/response in the context of public health emergencies

Languages and level required (Basic/Intermediate/Advanced):

• Excellent knowledge of both written and spoken English

5. Location

On site: UN House, Kathmandu, Nepal

6. Travel The Consultant is expected to travel in any of the 7 provinces of Nepal during the assignment period to support Provincial Health Emergencies Operations Center (PHEOC)

7. Remuneration and budget (travel costs are excluded): a. Remuneration: USD 8,490.00 per month

b. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): currency and rate USD 140.00 per day (ASD Per Diem as applicable to the Region)

c. Expected duration of contract: 3 months
