How can you make a difference?

Working with Ministry of Health to provide a broad range of financial management services in order to meet the financial management requirements of Gavi grants but also diligently perform all services described below to ensure that all the objectives to strengthen financial management are met.

Work Assignments:

  1. Desk review and introductory meetings with government counterparts and other partners. Ensure backlog of financial and audit reports are completed in accordance with GAVI requirements;
  2. Prepare an overview of specific actions required to strengthen the financial management capacity of the Directorate of finance and Public Health teams, along with a work plan for the duration of the contract;
  3. Develop tools and training materials identified as needed for the above;
  4. Training of national and Municipal finance teams on financial management skills;
  5. Guidelines for budget and financial management; tools for monitoring and supervision of budget execution developed;
  6. Recommendations for monitor programme performance whilst making recommendations to improve performance;
  7. Check-in calls with GAVI at least every four (4) weeks (monthly call);
  8. Completion of any financial reports required during the consultancy period;
  9. Completion of audit reports required during the consultancy period;
  10. Final report on consultancy including recommendations for further support/next steps on or before June 30, 2023

Deliverables:

  1. Finalize the audit report
  2. Training materials and tools
  3. Hand on trainings at national and municipal level
  4. Tools for finance monitoring and evaluation
  5. Finance updates to GAVI
  6. Monthly/quarterly finance report
  7. Share the consultancy report with UNICEF and MoH
  8. Final consultancy report

To qualify as an advocate for every child you will have…

  • A relevant master’s degree with a minimum of seven years’ work experience in public financial management, accounting and/or audit;
  • Fluent in English. Knowledge of Portuguese or Tetum strongly advantageous;
  • Familiarity with financial management in developing countries, and a first-hand knowledge of assessment and capacity building approaches and techniques, in developing countries;
  • Prior work experience with Government Systems and financial management in the region;
  • Significant experience on planning, budgeting, and preparing financial reports for donor-supported programs
  • Strong knowledge of IPSAS and IFRS practices and methodology;
  • Good communication skills;
  • Proven experience in capacity-building, and mentor/mentee relationship-development and management skills;
  • Knowledge and experience with Gavi grants and processes are an advantage;
  • Prior work experience with GoTL is an advantage;
  • Ability to travel and train various staff across the country may be required
