- At least 8 years’ experience in Gender or related fields.
- Experience working with UN agencies.
- Good oral and written communication skills in French and English.
- Previous work experience in Cote d’Ivoire is an asset.
- Experience conducting a gender analysis of a project or program.
- Experience in collecting and analyzing data related to gender issues in Education.
- Proven track record of designing and delivering capacity-building initiatives.

The Gender Specialist will be accountable for the development, design, planning, implementation, and management of the Gender work assigned within the applicant’s area of responsibility. She/He will be under the direct supervision of the Education Specialist P3 and with close collaboration with the Programme Team. the consultant will implement the assignment by following specific activities.
How can you make a difference?
Strategic Direction and Coordination
- Support the development/update of the Education Gender Strategy and action plan to support the implementation of Education Programme 2021-2025 in alignment with the UNICEF GAP 2022-2025.
- Lead the development/update and the implementation of the Education Gender Action Plan 2024 and its M&E Framework in alignment with the UNICEF GAP 2022-2025 and CI Country Programme Document 2021-2025.
- Provide technical support on the integration of gender into country programming phases, including strategic planning and reviews (CPD, mid-term reviews, extended annual reviews, programme component strategy note and in the programmatic assessment and institutional strengthening components of gender reviews).
- Set up and coordinate an Education Gender Task Force (GTF) involving the Ministry of Education and Literacy (MENA), the Ministry of Technical and Vocational Training, and the Ministry of Women, Family, and Childhood, as well as all relevant stakeholders. The objective is to ensure permanent capacity for mainstreaming gender in all programs, projects, and procedures throughout the cycle of programming.
Capacity Building and Knowledge management
- Support and provide capacity-building training and workshops to Education programme staff, gender taskforce members, and external partners including project and programme partners.
- Support the development of systems, tools, and processes that enable staff members and external partners involved in Education programme to enhance their understanding of gender integration and adoption of gender-sensitive behaviors.
- Provide individualised gender technical support to Education programme staff.
- Initiate documentation and sharing of the country-level experience in gender programming and lessons learned relevant for Education programm, which will be shared with internal networks and external partners.
Support to programme/project development, planning, implementation, and monitoring
- Support education programme in enhancing annual reporting on gender results regarding institutional targets and UNICEF programming.
- Provide technical inputs and review on the gender components in key funding concepts notes and proposal appeals and submissions and the design of funded projects/programs so that gender technical components are clearly defined, and technical capacities are included.
- Ensure that gender in monitoring and evaluation and reporting are carried out efficiently, rigorously, and transparently in compliance with established results-based guidelines and procedures.
- Support education programme in enhancing annual reporting on gender results regarding institutional targets and UNICEF programming.
- Design an education gender proposal based on gender analysis in line with CI CPD 2021-2025.
Networking
Represent Education Section in UN inter-agency and other external meetings on gender integration into sectoral and cross-sectoral groups.

- Experience on conducting a gender analysis of a project or program, which involves identifying and analysing the ways in which gender and other social identities intersect to affect outcomes.
- Experience in collecting and analysing data related to gender issues in Education and use it to inform project design, implementation, and evaluation.
- Experience in working collaboratively with donors and project team members, including project managers, technical experts, and community members, to achieve project goals.
- Proven track record of designing and delivering capacity- building initiatives that empower local partners and communities to address gender-based obstacles and foster gender equality for project success, preferably in Education.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
