ABOUT WFP

The United Nations World Food Programme is the winner of the 2020 Nobel Peace Prize. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. In Lao PDR, WFP supports the government in providing school lunches for primary students, counters malnutrition with targeted food support to the most vulnerable, and helps communities build resilient lives with sustainable livelihood options.

ORGANIZATIONAL CONTEXT

Since 2022, WFP has been implementing a new Country Strategic Plan (CSP) 2022-2026. The CSP is formulated around achieving 4 Strategic Outcomes, all of which include WFP’s commitments on Gender Equality and Women’s Empowerment (GEWE), protection, Accountability to Affected Populations (AAP), Data Protection, Disability Inclusion (DI) and Environmental and Social Safeguards (ESS). The Country Office values the importance of having dedicated Protection, Inclusion and Safeguards expertise to help achieve CO’s Strategic Outcomes with consideration to context of Lao PDR. The WFP Country Office has embarked on a nationalization of the Country Office path, whereby the next years include strengthening of internal and national gender, accountability and protection capacities. Therefore, the country office has identified a need to employ an international consultant, with the following responsibilities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Act as the CO’s GEWE, Protection, AAP, DI, Data Protection and ESS focal point, including for internal and external queries, reviews, evaluations, etc. 2. Review, update and support the implementation of the CO’s Gender Transformation Programme, the Gender Action Plan, the Protection and Accountability to Affected Populations Plan, Disability Inclusion Action Plan and Data Protection Action Plan. 3. Coordinate the Gender and Protection Results Network, to ensure collaboration on gender across grades, units, and CO&FO. 4. Support management in advocating, encouraging and promoting GEWE, Protection, AAP, DI, Data Protection and ESS issues and considerations both internally and externally, by producing talking points and/or briefs and including these areas in internal and external communications.

5. Contribute towards the development of projects, plans and processes in support of WFP’s commitments to GEWE, Protection, AAP, DI, Data Protection and ESS by ensuring alignment with wider programme policies and guidance. 6. Generate evidence for prior and ongoing project activities on GEWE, Protection, AAP and DI. 7. Provide support to all Strategic Outcome activities, ensuring a coordinated twin-track approach that complies with WFP standards and procedures on GEWE, Protection, AAP, DI and Data Protection and ESS on mainstreaming and further includes targeted actions. 8. Coordinate the inclusion of GEWE, Protection, DI, Data Protection and ESS considerations in data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 9. Research and analyse policy and operational issues to inform the development of policies, programmes and activities in relation to Protection, Inclusion and Safeguards.

10. Contribute to the preparation of accurate and timely reporting on GEWE, Protection, AAP, DI and ESS components in programmes and activities, including Gender Budgeting and Expenditure Tracking, that enable informed decision making and consistency of information presented to stakeholders. 11. Liaise with internal (e.g. RB and HQ) and external (e.g. UN-system, Government, NGOs, CSO) counterparts on GEWE, Protection, AAP, DI, Data Protection and ESS issues. 12. Support the identification, development and management of potential partnerships leading to improved accountability as it relates to Protection, Inclusion and Safeguards. 13. Support the capacity strengthening of WFP staff (particularly for national staff), partners and national government on GEWE, Protection, AAP, DI, Data Protection and ESS by providing awareness and/or training sessions, prepare training materials, etc. 14. Support the Complaint and Feedback Mechanism (CFM) Standardization Process at the CO level. 15. Provide support in drafting and editing reports, visibility material, and communication material for external stakeholders where relevant. 16. Support the development of the cross-cutting sections of the Annual Country Report, Country Strategic Plan, Annual Performance Plan, GAM, project proposals and other relevant documents. 17. Coordinate activities and awareness raising for relevant international days, such as International Women’s Day, International Day for Persons with Disability, International Human Rights Day, and 16 Days of Activism against Gender-Based Violence. 18. Participate in internal committees including Cooperating Partner Committee, Cash Working Group, Disability Inclusion Working Group, Programme Evaluation Committees, Sexual Harassment Working Group and others, as requested. 19. Other as required.

STANDARD MINIMUM EDUCATION

Advanced University Degree with experience in one or more of the following disciplines: Social Science, Environmental Sciences, International Development, Gender Studies, or relevant field.

REQUIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

• At least 3 years of professional experience in social sciences, environmental development, international relations at the national and international level; • Previous experience working with UN or NGO partners focusing on gender or protection, previous experience working on disability inclusion, etc...is an asset • Understanding of food security and vulnerability and ability to link analysis to Programme design; • Understanding of WFP policies on Gender, Protection and AAP, Disability Inclusion, Data Protection and Environmental and Social safeguards (desired) • Excellent written and spoken English. Knowledge of Lao language is an asset.

Knowledge & Skills:

Strong analytical skills, report writing skills and communication capacity (both written and oral) are essential. Familiarity with programme development, implementation and reporting as well as work on topics relevant to the promotion of women’s empowerment, accountability and environmental sustainability will be considered an asset.
