You have:

- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 5 years of progressively responsible experience in the collection, compilation, analysis and dissemination of gender statistics or related area.
- Proven experience in designing analyses of, and gathering and presenting data and statistics in the field of gender statistics.
- Proven experience working with regional organizations and CSOs on gender, women’s and human rights related programs.
- Strong familiarity working with UN agencies or other agencies in the development sector.
- Proven advocacy, analytical and writing skills.
- Fluency in English is required.
- Working knowledge of French language is an asset.

Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women is one of the UN entities involved in the implementation of the The Spotlight Initiative. This new programme is a partnership between the European Union (EU) and the United Nations (UN) launched in 2017, to eliminate all forms of violence against women and girls (VAWG), including harmful practices. The Africa investment is at the heart of the Spotlight Initiative which is implemented in 8 African Union Member States and complemented by an Africa regional programme through two components: stream I and Stream II.
The four-year programme is implemented in two streams whereby UN Women will lead the overall coordination of Stream I that aims to promote regional response to addressing Sexual and Gender-Based Violence (SGBV), Harmful Practices (HP) and Sexual and Reproductive Health and Reproductive Rights (SRH&RR) in Africa and focusing on three pillars: (1) Legislations and policies, (5) Quality and reliable data and (6) Strengthening the women’s movement in its relations with the African Union and other regional players . UN Women will also be leading the implementation of activities under Pillar 6 of Stream I in close collaboration with the UNDP and UNFPA.
UN Women, UNFPA, UNDP and UNICEF are recipient UN organizations (RUNOs) that will jointly implement resources and provide technical assistance and guidance to the AU, regional CSOs and other stakeholders for the implementation of the regional joint programme. The Africa Spotlight Regional Programme will be implemented in partnership with regional and sub-regional organisations, multilateral UN sister agencies, bilateral donors and CSOs.
Under stream I, among others, the program will contriute to the increased availability and use of quality and reliable data as well as the harmonization of data collection on VAWG and SGBV/HP/SRH&RR. In this regard and in line with its mandate, UN Women will implement select activities focusing on gender data and knowledge management under pillar 5 to contribute to the outcomes of the program.
To this end, UN Women Ethiopia is seeking to engage the services of an international consultant “ Gender Research and Data Specialist” to coordinate the implementation of activities that support the AU, Member States and regional civil society organizations to generate and disseminate quality and reliable data. The consultant will be the UN Women focal person for gender data and knowledge management in SIARP programs activities and forums.
Duties and Responsibilities
With guidance and overall supervision of the UN Women Regional Liaison Adviser, and under close Supervision from the Programme Coordinator, the consultant is expected to undertake the following tasks;
- Lead the development of strategies and initiatives to strengthen the AUC regional data and research gender observatory and scorecard to ensure periodic, inclusive and quality reporting of member states and CSO’s on VAWG/SGBV/HP and SRH & RR to generate evidence in order to inform policy and programmes
- Organize capacity building platforms for AUC, RECs, CSO’s and women’s rights organizations in data collection related to VAWG/SGBV/HP and SRH & RR indicators to inform evidence-based decision making
- Document and disseminate good practices and recommendations to inform strategies for enhancing the capacity of AU Member States and CSOs to generate and disseminate gender data and knowledge on VAWG/SGBV/HP as well as SRH&RR
- Analyze and share findings from relevant researches for easy access by the AU, RECs, CSOs to up-to-date information, data and knowledge VAWG/SGBV/HP as well as SRH&RR
- Identify key opportunities and organize dialogue forums on issues related to the production and use of gender data and research by AU, Member States and CSOs
- Provide technical inputs to SIARP reports and researches for appropriate reflection of the contributions of AU, RECS and CSOs to addressing issues of VAWG/SGBV/HPs as well as SRH&RR in AU Member States
- Represent UN Women in key technical VAWG/SGBV/HP, SRH& RR related fora and program meetings especially relating to data and statistics.
