Background:

The OSCE Gender Issues Programme’s extra-budgetary project “WIN - Women and Men Innovating and Networking for Gender Equality” aims to advance gender equality as a necessary prerequisite for achieving and maintaining stable, prosperous and peaceful societies in the OSCE area. Elminiating Violence Against Women and Girls is one of the three thematic pillars of the project, which focuses on improving available services for survivors of gender-based violence, and the responses by police and justice sector.

The UNFPA EECA Regional Office provides strategic support and technical expertise to the country offices that work on the front lines of development. They deliver policy advice, guidance, training and support to empower partners and colleagues in the field in the areas of promoting gender equality and combating gender-based violence.

Under the WIN project, an extensive mapping of existing services provided in 11 OSCE participating States in Eastern Europe, South Caucasus and Central Asia was conducted, which highlighted several recommendations and areas of work for OSCE and other international organizations, including the need to develop better services for perpetrators, in line with international standards and in close cooperation with women’s organizations. A regional roundtable event for women’s resource centres and other organizations providing support to survivors of gender-based violence was organized in Dushanbe, Tajikistan, in May 2022. The women’s organizations in this event also expressed the need to develop better quality programmes for perpetrators.

In light of this, the OSCE Gender Issues Programme/WIN Project and UNFPA decided to conduct a mapping and needs assessment of perpetrator programmes in the Central Asia region.

Objective of Assignment:

The OSCE Gender Issues Programme in cooperation with UNFPA EECA Regional Office is looking to recruit a consultant to (1) conduct a mapping and assessment of existing projects and activities on working with perpetrators of gender-based violence in Central Asia, (2) prepare recommendations and main standards for programmes on working with perpetrators in Central Asia. The expert will work under general guidance of the Gender Adviser and under direct supervision of the WIN Project Manager, and in close cooperation with the Senior Co-ordination Adviser and Gender Advisers.

Duration of Assignment:

The duration of assignment is approximately 20 working days.

Tasks and Responsibilities:

Under the general guidance of the Gender Adviser, under direct supervision of the WIN Project Manager and in close cooperation with relevant stakeholders in UNFPA, the successful candidate will be tasked with the following duties:

  1. Conducting a mapping of existing legal and policy frameworks, and perpetrator programmes in the five countries in Central Asia - Including an overview of institutions/organizations working with perpetrators of GBV, and info on possible incoming projects/activities in the mapping; Including good practices and main legal and policy gaps, as well as how the programmes’ effectiveness is monitored; Highlighting gaps in current programmes and highlight most urgent needs for interventions;
  2. Developing a proposed framework for perpetrator programmes in Central Asia - Including main principles, standards and entry points for designing, implementing and monitoring programmes on working with perpetrators;
  3. Developing a concept note for a regional-level expert roundtable discussion on the programmes for perpetrators in Central Asia, supporting the team with advice in organization and developing notes from roundtable - Including a list of possible invitees and speakers from the region and other international experts.

Deliverables:

The expert will be expected to deliver:

  • Development and discussion of work plan and research plan;
  • Research and data collection for mapping;
  • Data analysis and draft reports writing;
  • Obtain feedback from Gender Adviser and UNFPA on the draft reports and on the draft framework;
  • Final report and framework;
  • Concept note for roundtable.

Necessary Qualifications:

  • Advanced university degree in gender studies, social or political sciences or related field;
  • At least six years of professional experience in the area of preventing and combating gender-based violence; experience in Central Asia would be considered an asset;
  • Proven experience in conducting assessments (i.e. desk reviews, questionnaires, interviews) and drafting reports on gender related issues, ideally focused on preventing and combating gender-based violence and working with perpetrators;
  • Proven good knowledge of and familiarity with existing strategies and practices in the field of programmes for perpetrators of gender-based violence;
  • Experience working with international or regional organizations would be an asset;
  • Good communication skills, initiative and problem solving skills;
  • Professional fluency in English with excellent communication (both oral and written), drafting and editing skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
