Addressing Gender-Based Violence (GBV) in emergencies is a core commitment for children. In addition to addressing GBV from a program perspective, GBV risk mitigation is a core commitment of all UNICEF programme sectors.

GBV, including conflict-related sexual violence as well as sexual exploitation and abuse, is a long-standing issue in DRC: from January to September 2020, 45,000 cases of GBV were declared in the DRC. Among women and girls aged 15 to 49, almost 30% have been sexually abused and 16% among teenage girls aged 15 to 19, were mainly abused in the private and family sphere. Emergency situations further exacerbate GBV risks.

How can you make a difference?

To further consolidate and expand its footprint on GBViE in Eastern DRC, UNICEF is expanding its programmes on:

  • Investing in GBV response and prevention to improve access to quality of multi-sectoral life-saving services for survivors of GBV, while addressing social norms and drivers that contribute to GBV and SEA.
  • GBV risk mitigation across UNICEF’s programme sections and clusters to deliver UNICEF supported services that are safe, accessible, and proactively promote the participation of women and girls in a more systematic manner.
  • Capacity building for local partners including women organizations to improve the quality of prevention and response services, and to contribute to longer-term and more sustainable solutions.

Main responsibilities:

Under the guidance and supervision of the Child Protection in Emergencies Manager (Level 4), the GBViE consultant is responsible for assessing the feasibility of and launch the GBViE primary prevention programme” Communities Care” (UNICEF Communities Care Programme: Transforming Lives and Preventing Violence Programme) in two selected locations In North Kivu and Ituri. The consultant will work in close collaboration and coordination with the Child Protection team based in Kinshasa.

The consultant will undertake the following tasks:

  • Conduct a review of GBViE prevention interventions undertaken in selected areas of North Kivu and Ituri (approach, tools, community engagement methodology, M&E) and assess the existence of conditions to implement Communities Care.
  • Review and validate conditions and pre-requisites to implement Communities Care
  • Develop and validate an implementation plan to launch Communities Care (activities, timeframe, capacity building and budget)
  • Adapt the Communities Care Toolkit for implementation

Expected results:

  • 1 report (5 pages max without annexes) on approach, tools, community engagement methodology, M&E
  • 1 workshop to feedback results of the programmatic review
  • 1 implementation plan per area
  • Tooklit modules revised

To qualify as an advocate for every child you will have…

  • Advanced university degree in a discipline relevant to the position such as Gender, GBV, Child Protection, Protection, International Law Studies, International Development.
  • Five years of progressively responsible professional work experience; especially with a minimum of 3 years of experience in GBViE related programming.
  • Demonstrated experience in GBViE prevention programming.
  • Experience in programme/project management skills.
  • Ability to summarize, analyze and communicate diverse evidence and information from a wide range of sources.
  • Excellent communication skills.
  • Ability to communicate effectively to varied audiences and to work effectively in a multi-cultural environment.
  • Strong initiative and self-motivation.
  • Experience working with UNICEF Country Offices or other UN agency at the country level is an asset.
  • French and/or Swahili required.

  • The consultant will be able to access a professional email address (UNICEF).
  • For each field mission, the consultant will provide proof of secure travel authorization (MOSS compliant).
  • Prior to signing the contract, the consultant will be required to provide the UNICEF DRC HR Section with a physical and mental health medical certificate for the mission.
  • The first week of consultancy the online training on "advanced security training" and a commitment to the prevention of the exploitation of beneficiaries and gender-based violence "PSEA" will have to be completed.
  • The duty station will be Goma with the possibility of travel to Beni and Bunia.
  • The total number of working days is (48 days).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
