Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Multi-Country Office (MCO) based in Fiji covers 14 Pacific Island Countries and Territories (PICTs): Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. The Fiji MCO current focus countries for programming are Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu.

The UN Women Fiji Multi-country office has four main thematic areas:

  • Ending Violence against Women and Girls (EVAWG);
  • Women’s Economic Empowerment (WEE) which includes the Markets for Change project (M4C);
  • Gender and Protection in Humanitarian Action; and
  • Women’s Political Empowerment and Leadership.

The incidence of violence against women and girls in the Pacific Islands is amongst the highest rates in the world. For example, 64% of women in Samoa who have ever been in an intimate relationship have experienced physical and/or sexual violence by a husband or intimate partner over the course of their lifetime. Violence against women and girls is a central barrier to gender equality and a cause of widespread violation of human rights across the Pacific.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAWG programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to improve survivors’ access to quality response services. A key strategy to prevent violence before it starts is to work within the sports sector and the regional/national sporting infrastructure. Sport is highly influential in the Pacific. UN Women seeks to ensure women and girls have access to play sport, are safe and free from violence in sport and sport is a platform transformative change on the acceptance of violence in society.

UN Women’s current Sport Strategy for EVAWG is in its final year (2017-2022). UN Women seeks a technical expert to revise the Sport Strategy, develop/refine UN Women’s implementation / approach to sport in the Pacific and facilitate regional, strategic partnerships with sporting bodies.

Duties and Responsibilities

  1. Purpose of the consultancy

The purpose of this assignment is to provide technical assistance and strategic guidance to UN Women’s Ending Violence Against Women and Girls section and key sports partners on UN Women’s sport strategy/approach in the Pacific.

Objectives of the assignment

The main objective of this consultancy is to revise UN Women’s Sport Strategy (2023 – 2028), refine UN Women’s implementation plan for sport in the Pacific and to facilitate strategic partnerships with regional sporting bodies and national counterparts.

Scope of Work/Duties and Responsibilities

Under the direct supervision of the EVAW Service Delivery Technical Specialist – Primary Prevention based in Suva, Fiji, advisory guidance from the EVAW Technical Advisor and engagement of UN Women’s EVAWG staff in Fiji, Kiribati, Solomon Islands, Vanuatu, Samoa and Tonga, the Consultant will perform the following tasks:

A. Revise UN Women’s Sport Strategy (2023 – 2028) taking into considerations lessons learned, best practice and areas of improvement from the previous iteration of the strategy. This includes:

  • Review of the mapping of all sports organisations in the Pacific and update on changes in the landscape, reach etc.
  • Review of gender equality and EVAWG efforts, initiatives and programmes within sport forwarded by sporting bodies and other actors in the Pacific since 2018.
  • Conduct consultations and dialogues with identified sports organisations, UN Women and EVAWG civil society organisations to gather good practices, lessons learned, resources, existing gaps and areas of improvement related to UN Women’s engagement in sport since 2018.
  • Identify entry points and opportunities for UN Women to meaningfully support the sport sector.
  • Develop key strategies for UN Women to forward from 2023 – 2028.

B. In tandem with A., develop and refine UN Women’s implementation plan for sport and the prevention of VAWG in the Pacific. This includes:

  • Through co-creation, dialogue and discussion with sport partners and UN Women determine key operational strategies (see A. above).
  • Develop a resourcing plan (human, physical and funding) to deliver the sport strategy.
  • Develop concrete action plans for engaging with sports in identified countries , at regional level (to be discussed and determined in inception) and at national level.
  • If required, develop resource mobilization concept notes and proposals to resource sport and EVAWG resources.

C. Facilitate regional, strategic partnerships and initiatives with sporting bodies and UN Women in order to advance safe and equal sport for all women and girls in the Pacific. This includes:

  • Provide strategic guidance and technical advisory services to sporting bodies and UN Women on safe and equal sport for all women and girl sin the Pacific, including safeguarding, policy, community-based programming and research/data.
  • Broker and negotiate strategic partnerships at the regional level in order to forward increased momentum for women and girls in sport, including safeguarding, equality, equal participation etc.
  • Organize a series of discussions with sporting organisations at regional and national levels with the objective of creating a regional community of practice on gender equality and EVAWG in sport with actions and accountabilities.
  • Integrate gender equality and EVAWG modules into existing training/capacity-building curriculums embedded within regional sporting organisations. Utilize best practice and guidance to inform module development.
  • Develop and implement two multi-media communications and advocacy initiatives/campaigns (transformative storytelling, social media, traditional media etc.) with at least two sports organisations and UN Women.
  • Provide technical support to sporting organisations on the development of safeguarding policies and protocols, including, but not limited to Codes of Conduct, Guidance Notes, briefing materials etc.
  • In partnership with sporting organisations and UN Women, facilitate at least 10 awareness sessions on safeguarding policies and approaches.
  • Provide capacity-building and technical assistance to UN Women staff and sport partners (if needed) on the implementation of sport and gender equality efforts in the region.

Duration of the assignment

The duration of this assignment will be up to a combined 240 non-consecutive working days over a period of 12 months as per the schedule of deliverables below. All deliverables must be completed by 15 May 2023.

The position is remote, home-based. At least 4 two-week missions / international travel within the Pacific (including Fiji) is expected in order to achieve the deliverables.

All the deliverables should be agreed with UN Women and be provided in English and in an electronic copy.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Note that all materials, including any video footage and images, will remain property of UN Women and cannot be used without UN Women’s permission.

Inputs

  • UN Women will provide the Consultant with relevant background materials and information.
  • The Consultant is expected to have their own laptop, phone and other IT/office-related items needed to facilitate the scope of the assignment.
  • The Consultant is expected to have an agreed upon work plan/schedule with UN Women.
  • UN Women will cover the costs associated with implementing the deliverables, such as printing and translation.

Management Arrangements

  • The Consultant will work under the direct supervision of EVAWG Technical Specialist – Primary Prevention based in Suva, Fiji.
  • The Consultant will work closely with UN Women’s EVAWG Technical Advisor, the Fiji Prevention Coordinator, the Communications Specialist and other focal points in the EVAWG section.

Travel

  • At least four two-week mission / international travel to the Pacific, including Fiji, is envisaged. Travel will be pre-approved by UN Women and paid/arranged for by UN Women in accordance with UN Women’s travel policies and procedures.

Performance evaluation

Contractor’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Financial Arrangement

  • Payment shall be disbursed on a monthly basis with an invoice indicating number of days per deliverable and submission of supporting documents acceptable to the EVAW Service Delivery Technical Specialist – Primary Prevention.
  • Payment will be made within 30 (thirty) days after receipt and acceptance of the aforementioned documents but only after UN Women have certified that the services have been satisfactorily performed by the Consultant.

Education:

  • Master’s degree (or equivalent) in International Development, Gender, Human Rights, Social Sciences, Public Health, Sport for Development, International Sport Development or related field is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • At least 7 years (Master’s Degree) or 9 years (first-level University Degree) of progressively responsible experience at the international level focused on, or strongly involving sports for development or women’s sport development and ending violence against women and gender equality at national, regional and international levels.
  • At least 7 years of direct work experience working with regional and national sporting bodies and major sporting stakeholders in the Pacific region.
  • At least 2 years of experience with demonstrated capacity to engage, collaborate and co-design strategies with sporting bodies to support development outcomes.
  • Familiarity with theory and strategies guiding gender and the issues related to empowerment of women and VAWG prevention and sports.
  • Strong cross-cultural competency and understanding of the social, cultural and political context of the Pacific and its impact on women and girls, particularly as it relates to engagement with diverse sports.
  • Demonstrated capacity to support coordination, build effective partnerships and promote collaboration.
  • At least 3 years of professional experience working with international organizations, preferably UN Woman, is required.

Evaluation

Initially, individual candidates will be short-listed based on the following minimum qualification criteria:

  • Master’s degree (or equivalent) preferably in International Development, Gender, Human Rights, Social Sciences, Sport for Development, International Sport for Development, Public Health.

The short-listed individual candidates will be further evaluated based on a cumulative analysis scheme, with a total score being obtained upon the combination of weighted technical and financial attributes. Cost under this method of analysis is rendered as an award criterion, which will be 30% out of a total score of 100 points.

Annex A

Price Proposal Guideline and Template

The prospective Individual National Consultant should take the following explanations into account during submission of his/her price proposal.

Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive". All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

Travel costs

Travel costs will be facilitated by UN Women.

Daily Subsistence Allowance

Any calculated daily subsistence allowance, aligned to the approved travel only, will be facilitated by UN Women.

Currency of the price proposal
