The central vaccine cold room for the Expanded Program on Immunization (EPI) of The Gambia, located in Kotu, stores millions of dollars’ worth of vaccines. In addition, there are 7 regional vaccine depots across the country that supply vaccines to most health facilities providing vaccination services. The WHO Effective Vaccine Management (EVM) initiative sets standards for safe vaccine handling and storage of vaccines to ensure that heat and freezing temperatures do not damage vaccines. The EVM standards require all vaccine cold and freezer rooms to be temperature mapped routinely every 2 years. It is recommended to perform temperature monitoring whenever the cold and freezer rooms and their associated storage units (refrigerators and freezers), undergo any modifications or major repairs. In addition to vaccine cold and freezer rooms, temperatures in refrigerators, freezers, and dry stores – where diluents, injection equipment should also be temperature mapped. In The Gambia the first temperature mapping took place in 2017 at the time of the storage unit’s commissioning and there has been no temperature mapping since then.

How can you make a difference?

The consultant will lead and conduct a complete Temperature Mapping exercise within the threedimensional (3D) spaces, e.g., cold room, freezer rooms, dry storage areas, refrigerator units and freezer units. The exercise will cover all vaccine storage points in the country. The Temperature Mapping international consultant will be responsible for assisting, empowering, and equipping field level UNICEF and EPI program staff, to conduct temperature mapping. This can be achieved through several simple, well-defined, clearly explained, and step-by-step actions, assisted by an open access, user-friendly, tools including computer-based application.

OBJECTIVES:

  • Mapping of temperature variations within the selected storage areas which include freezer rooms, cold rooms, and dry stores.
  • Qualifying or validating a new or upgraded piece of cold chain equipment to ensure it is designed and working as intended.
  • Identifying potential airflow issues that may be the cause of temperature variations.
  • To determine the differences between each point of measurement, or fluctuation within a defined area over a period
  • Identifying the best places to locate temperature sensors for routine monitoring in circumstances in which a monitoring system is to be installed.
  • Making recommendations for any remedial actions needed to overcome the problems identified in the study.
  • Documenting high and low temperature fluctuations caused by the environmental control systems operating at the time of the study –for example, heating, cooling and ventilation.
  • Recommending where vaccines and supplies can safely be stored in the mapped area and where they must not be stored.

Duty Station and Supervision/Reporting Arrangement

The consultant’s duty station is The Gambia and will be working closely with MOH/EPI under the supervision of the Immunization Officer at the UNICEF country office. Brief report will be submitted after completing deliverables as per table above for payment. The final report will be submitted at the end of the contract and no later than 10 days after receiving consolidated feedbacks.

Qualifications and skills

  • University Degree or advanced qualification in one or more of the following disciplines:

refrigeration systems, nursing, Public Health, or a field relevant to the Cold Chain and Immunization Logistics Supply Chain.

  • At least 5 years of practical experience in Cold Chain and Vaccines Supplies and Supply Management Systems. International Vaccine and cold chain technical experience would be an advantage.
  • Fluent in English
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Fully proficient computer skills including use of relevant software and other applications.
  • Experience in conducting similar exercises especially in low- and middle-income countries is an asset.

Assessment criteria

The ratio between the technical and the financial proposal for this task is 80:20 respectively. Only those proposals that score a minimum of 56 points or above (70% of technical points) on the technical proposal will be shortlisted.

Each technical proposal will be assessed first on its technical merits and subsequently on its financial criteria. A maximum of 80 points is allocated to the technical component and 20 points for the financial component, with a maximum possible total score of 100 points.

The proposal obtaining the overall highest score after adding the scores for the technical and financial proposals is the proposal that offers best value for money and will be recommended for the award of the contract. UNICEF will set up an evaluation panel composed of technical UNICEF staff and a designated member by the ministry of health EPI unite.

In making the final decision, UNICEF considers both technical and financial aspects. The evaluation panel first reviews the technical aspect of the offer, followed by the review of the financial offer of the technically compliant vendors.

Mandatory conditions

  • All prices/rates quoted must be exclusive of all taxes as UNICEF is a tax-exempt organization.
  • Financial Proposals must be submitted separately to Technical Proposals
  • The total amount of points allocated for the price component is 20. (The maximum number of points will be allotted to the lowest price proposal of the technically qualified proposals).
  • UNICEF will award the contract to the vendor whose response is of high quality and meets the specific objectives.

The Contract shall be awarded to the candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed. How to apply

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
