International Consultant for updating the Basic Law of the National Health System of Angola

Lead the update of Angola's National Health System law

You have:

• Basic training in health sciences, legal sciences or social sciences; with a Master's degree in Public Health, Human Rights, or Public Health Management.
• Minimum of seven years of work experience in Public Health, Human Rights, or Public Health Management.

1. Background

WHO supports countries to strengthen health systems to achieve Universal Health Coverage and the 2030 SDGs. Within the framework of action for strengthening Health Systems, Governance plays a key role in providing policies, standards, regulations, and legal instruments to guide the use and functioning of Health Systems.

In Angola, the SNS Basic Law (Law 21-B/92 of 28 August), governs the National Health System (SNS) and establishes that access to health care is promoted and guaranteed by the State, primarily provided by state facilities or by other public and private providers under its supervision. Declares that the responsibilities for health care provision are shared by the government at central, provincial, and municipal levels and defines the main responsibilities of each.

The current context of the National Health System faces several challenges, including the updating of the Basic Law of the SNS.

In this context, WHO is planning to recruit a consultant to update the Basic Law of the SNS, who will play a leading role in coordinating all activities related to updating it, requesting contributions from the Ministry of Health departments that may be involved.

The consultant, under the coordination of the WHO Systems Strengthening team leader, will work directly with the Legal Office of the Ministry of Health and National Directorate of Public Health, UN agencies, and relevant stakeholders.

2. Deliverables

· An inception plan detailing how the process will be conducted, in line with WHO guidance on health laws

· Report on the review process, including

· coordination meetings held with key informants to collate needed information

· performance of current basic law components, comprising (1) progress made, (2) drivers of success, (3) issues/challenges, (4) unfinished business

· Analysis of the current basic law, including

· Gaps in the basic law, in relation to needed health services (1) by each age group, (2) at each level of care, (3) for services across the care continuum (promotion, prevention, diagnostic, curative, rehabilitative, palliative), (4) for specific vulnerable populations

· How well the current basic law relates to the need to attain the Primary Health Care approach – particularly in areas of multisectorality, empowerment, and integration

· Contribution of the basic law to the attainment of outcomes of Universal Health Coverage, Health Security, and/or addressing health determinants

· Report on the assessment of the basic law, including the process, findings, and recommendations for the health sector to ensure alignment with National, Regional, and Global commitments.

· Draft update of the Basic Law of the National Health System ready for formalization

3. Qualifications, experience, skills and languages

Educational Qualifications

Basic training in health sciences, legal sciences or social sciences; with a Master's degree in any of the following areas: Public Health, Human Rights, Public Health Management

Experience

Minimum of seven years of work experience in the field of Public Health, Human Rights, Public Health Management,

Knowledge of the National Health System in Angola or other Portuguese-speaking countries in Africa.

Languages and levels required

● Excellent Portuguese speaking, writing, and editing skills. Knowledge of English will be an advantage

4. Technical Supervision

The consultant will work closely with the Head of Health Strategy, Policy, and Governance in the WHO Country Office, and work under the supervision of the Country Representative in WHO, and the Legal Office of the Ministry of Health
