Overview

• Minimum ten years of professional experience in ethics, integrity, internal investigations, or police oversight
• At least five years of experience designing and delivering training programs for law enforcement agencies or internal oversight bodies
• Proven experience in delivering specialized training courses on ethics, integrity, professional standards, or internal investigations
• Previous professional experience with international organizations is highly desirable
• Knowledge of the Kosovo policing context and legal framework is an advantage
• Demonstrated cultural sensitivity and sound professional judgment
• Experience in capacity-building or institutional development roles within law enforcement is an asset
• Excellent spoken and written English is essential
• Strong interpersonal skills and ability to work collaboratively with diverse teams, respecting cultural, religious, and gender differences

Background:

The OSCE Mission in Kosovo (the OSCE) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions.” This project mainly targets the Ministry of Internal Affairs and Kosovo law enforcement institutions, including the Kosovo Police, Police Inspectorate of Kosovo, Kosovo Correctional Service, Kosovo Probation Service, and Kosovo Agency on Forensic. Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The project’s overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:

1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.

In line with this, the Mission will organize a five-day training on ethics and integrity to strengthen the capacities of officers from the Kosovo Police Internal Investigations Directorate (IID). The training will focus on enhancing participants’ understanding of ethical standards in policing and their ability to conduct impartial and professional investigations into misconduct. Delivered by an international expert, the training will cover key principles of professional ethics, integrity frameworks, and best practices in internal investigations, including practical exercises to refine participants’ skills in applying ethical decision-making, investigating misconduct objectively, and maintaining public trust in the police force.

Objective of Assignment:

The objective of the training on ethics and integrity for IID officers is to strengthen participants’ understanding of ethical standards and enhance their ability to conduct impartial and professional investigations into misconduct. By the end of the training, participants will be able to apply ethical decision-making in policing, investigate cases of misconduct objectively, and uphold integrity in their daily work, thereby reinforcing accountability and maintaining public confidence in the Kosovo Police

Duration of Assignment:

The Consultant will be hired for 8 working days.

Tasks and Responsibilities:

1. Develop the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager and deliver the agenda.
2. Prepare presentation slides and case studies in consultation with the activity manager.
3. Deliver a five-day training on ethics and integrity for Internal Investigators of Kosovo Police produce pre- and post-training evaluation report with recommendations for further action by the OSCE Mission in Kosovo.

Deliverables:

• By 5 June 2026, the consultant shall submit the presentation, agenda and corresponding materials to the activity manager for review and comments;
• By 12 June 2026, the consultant shall incorporate OSCE Project manager comments in training agenda and material and submit the final version to activity manager for approval;
• From 14 to 18 June 2026, the consultant shall conduct a five-day training for 20 participants;
• By 25 June 2026, the consultant shall deliver a pre and post-training evaluation report to the OSCE Project Manager summarizing the observations during the training.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
