The consultancy is planned within the implementation of the international initiative “Roadmap for Small Arms and Light Weapons (SALW) Control 2024.” Within this initiative, United Nations Development Programme BiH (UNDP BiH) is implementing three different projects, of which two are relevant for this consultancy: Countering Illicit Arms Trafficking (CIAT) and Halting Arms and Lawbreaking Trade in Bosnia and Herzegovina (HALT).

The objective of CIAT is to enhance the capacity of the Border Police in BiH (BP BiH) and 14 entity and cantonal Police Agencies to combat illicit arms trafficking across Bosnia and Herzegovina and beyond, by developing a database on the legal transport of weapons, improving the SALW Identification Tool, providing specialized border control equipment, and strengthening inter-institutional cooperation.

HALT, jointly implemented by UNDP BiH and UNODC and complementary to CIAT, together with UNODC’s Global Firearms Programme (GFP) support the security and safety in BiH in the context of the implementation of the Roadmap for a sustainable solution to illicit firearms trafficking in the Western Balkans by 2024. The project activities support the Indirect Taxation Authority BiH (ITA BiH) to better detect and respond to illicit trafficking in SALW. Apart from ITA, several other BIH institutions will benefit from the project implementation including BiH Border Police, Ministry of Foreign Trade and Economic Relations and three postal agencies.

In line with one of its activities, CIAT and HALT Projects foresee a procurement and a delivery of specialized equipment for detection of SALW, including of but not limited to: explosives and narcotics detention kits, contraband detectors, universal multitool kits, vehicle inspection kits as well as crime scene investigation toolkits and accompanying training for aforementioned equipment with an aim to strengthen the capacities of project beneficiaries to investigate SALW-related crimes. Moreover, the incumbent shall identify and recommend other contemporary practices and corresponding equipment pertinent to detection of illicit trade and proliferation of SALW, explosives and other, prone to smuggling, illegal items.

Considering the above, the purpose of this consultancy is to provide high-quality expert inputs and technical support for the preparation of the procurement notice for the supply and delivery of the items stated including evaluation of delivered bids.

Duties and Responsibilities

In this context, the Consultant will perform the following tasks:

  • Identify different types of fixed, mobile, handheld and portable devices for detection of SALW, explosives and other prone to smuggling, illegal items.
  • Prepare technical specification of identified devices that shall encompass devices for the same purpose of different manufacturers used for detection purposes in law enforcement agencies of developed countries (ex.g. US, UK and the EU) ;
  • Conduct a market analysis of identified devices that shall include pricing, purpose, ;
  • Prepare a cost estimate for identified items to be procured;
  • Assist in review and technical evaluation of received offers after the tendering procedure is conducted by the UNDP;
  • Report to the Project Team on developments before, during and after tendering procedure.

Task 1 – Preparation of technical specifications of items to be procured

As part of this task, the Consultant will:

  • Get acquainted with the procurement procedures of UNDP relevant for this assignment;
  • Undertake an overview of the initial technical specifications prepared by BP BiH and prepare the final generic specifications in the form applicable for the selected method of solicitation. The specifications should contain, but not limited to detailed technical description of each item that will be included in the procurement notice, estimated delivery dates, specific technical and administrative requirements for this procurement, relevant inputs regarding BiH legal requirements applicable for this process, etc.
  • In case of need, communicate with BiH BP and relevant police agencies regarding the preparation of technical specifications.

Task 2– Assist the Project Team during the tender duration and evaluation of received offers

Under this task, the Consultant is expected to assist the Project Team during the tender duration, in terms of provision of expert inputs and opinions regarding the technical inquiries from potential bidders. The Consultant will serve as a primary focal point for coordination and communication with the bidder and the BP representatives during the procurement process.

Upon the expiry of the deadline for submission of offers, the Consultant will assist the Project Team during the evaluation of received offers, on the basis of administrative requirements, technical specifications and other evaluation details set out in the procurement notice.

The Project Team will closely oversee the service provision, working in continuous coordination with the Consultant. The entire service will be delivered in English language.

The service deliverables, including papers and all relevant materials, will be available for future use within the Project and by the relevant stakeholders, as well as by UNDP and other projects in the relevant fields.

Required Skills and Experience

Academic Qualifications/Education:

  • University degree, public service training academy qualification or equivalent professional experience

Experience:

  • Minimum 15 years of professional experience in the field of law enforcement and/or security sector relevant for this assignment;
  • Significant work experience in EU member state fire & rescue, civil defence, customs or police agency
  • Sound knowledge of EU and international standards, regulations and policies in the field of procurement in the IBM context
  • Sound knowledge of EU and international standards, operational guidance and safe systems of work regarding SAR
  • Experience in conducting and drafting of equipment/infrastructure needs analysis
  • Significant working experience in procurement cycles
  • Previous experience in Bosnia and Herzegovina a major asset
  • Sound communication skills and previous experience of working in a multi-disciplinary and multi-national team
  • Ability to work un-supervised
  • Sound presentation and facilitation skills

Languages Requirements:

  • Fluency in English. Knowledge of one of the official languages in BiH is not a requirement but will be considered as an asset.

Other Requirements:

  • Excellent computer skills (MS Office applications); ability to use information technologies as a tool and resource.
