Duties and Responsibilities Organizational Setting and Reporting

The UN in Angola is set by the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2020-2023, signed by the UN and the Government of Angola. The UNSDCF is the United Nations strategic document, which aims at contributing and supporting the efforts of the Government of Angola to realize Agenda 2030. It sets out the UN system´s collective contributions to support the Government and other stakeholders to achieve the countries´ goals towards sustainable development. The UNSDCF 2020-2023 is aligned with the National Development Plan (NDP) 2018-2022 and is structured around four strategic intervention areas namely, (i) Economic and social transformation, (ii) Adolescents, youth and women empowerment; (iii) Environment and resilience of the vulnerable population and (iv) Democracy and stability.

As part of the performance assessment of its implementation, UNSDCF 2020-2023 is to be evaluated in 2022 by an independent evaluation team composed of 3 consultants (1 international and 2 nationals), to draw lessons and inform on the development of the new UN Sustainable Development Cooperation Framework. The evaluation will assess the programmatic, temporal and geographic scopes, relevance and adaptability, coherence, effectiveness, coordination, sustainability and impact. A detailed Tors of evaluation will be available to the consultants.

This consultancy service is based in the United Nations Resident Coordinator Office (RCO) in Angola. The Resident Coordinator Office constitutes the primary support structure to the Resident Coordinator (RC) and the United Nations Country Team (UNCT). Led by the RC, the RCO supports the UN coherent effort and coordinated UN response to Angola´s development priorities.

This consultancy service is to conduct the evaluation of the United Nations System Country Development Framework (UNSDCF) and act as the team leader of the team of consultants for the evaluation.

The international consultant will be reporting and supervised directly to the Evaluation Manager, who has been appointed by the UNCT to guide the whole evaluation process and directly supported by the RCO. The outputs of the consultants will be evaluated, primarily by the Evaluation Manager (EM), UNCT and the Evaluation Steering Committee, which includes the Government.

  • Conduct the evaluation process, lead and guide the Evaluation Team and facilitates access to stakeholders and information.
  • Provide input to the evaluation TOR, and selection of evaluation issues and questions.
  • Facilitate stakeholder identification and consultations and provides access to information sources (documents and interviewees) to support data collection.
  • Provide overall comments on the main deliverables of the evaluation, including the inception report and draft evaluation report.
  • Prepare a management response to the evaluation, in consultation with the UNCT members, within two months of receiving the final evaluation report.
  • Ensure the evaluation report and its results are disseminated and shared with DCO and other key stakeholders, promoting the use of evaluation and lessons.

    Qualifications/special skills Academic Qualifications: Post-graduate degree in development studies/international development, international relations, political science, governance and public policy, social sciences, or any other related field is required Experience: Minimum 10 years’ experience in Evaluation in developing countries is required

Desirable:

Experience in managing and leading complex UNDAF/UNSCDF evaluations, and a solid understanding on the use of evaluation methodologies Is a desirable Language: Fluency in written and spoken English and Portuguese is essential
