Background

The MOH with financial support from the United States President's Emergency Plan for AIDS Relief (PEPFAR) through DHAPP & RTI has been implementing Voluntary Medical Male Circumcision (VMMC) as one of the key HIV prevention interventions among the military since 2018. South Sudan Peoples Defense Forces (SSPD) is recognized as a priority population in South Sudan, and VMMC services are aimed to reduce acquisition of HIV among this population and onward transmission to their families, surrounding communities and other key populations. VMMC services have been established at three military ART sites namely, Juba Military Hospital (JMH), Wau Military Hospital (WMH) and Malual Chaat Military Hospital.

The MOH plans on transitioning the VMMC program towards having a broader national outlook of offering the service to all adolescents and young men at increased risk for acquiring HIV. The MOH with support from PEPFAR, RTI and WHO have developed the national VMMC policy which outlines key strategic policy directions. Key to VMMC programming for expansion and sustainability is development of national VMMC guidelines, implementation framework, training packages and ensure integration of indicators into the DHIS2.

Overall purpose assignment

The main purpose of the assignment is to support the national MOH programme and partners in the development of national VMMC guidelines and implementation package.

Specific objectives:

This consultant will support the MOH programme and working closely with partners to:

1. Conduct desk review for all relevant and available literature at regional and national level (policies, strategies, plans, guidelines, tools, national statistics including studies) essential for use in the development of VMMC guidelines, tools for capacity building and reporting.

2. Conduct study tour in facilities currently implementing VMMC and other health facilities

3. Lead/ facilitate the technical working group for development/adaptation of national VMMC guidelines

4. Adapt/develop tools/SOPs and training packages for health providers

5. Provide guidance for the development of implementation framework for the integration and scale up of VMMC.

6. Work alongside the Strategic Information TWG to ensure integration of VMMC indicators into DHIS2 and reporting

7. Facilitate in organizing regular stakeholder consultations and consensus meetings.

Deliverables

1. Final national VMMC guidelines

2. VMMC training package including SOPs/tools and M&E indicators.

3. Implementation framework to foster VMMC integration and scale up.

4. Final report

Qualifications

Educational background:

Essential: University degree in medicine & surgery or nursing from an accredited/ recognized institute.

Desirable: Advanced training in surgery/ Public Health

Experience:

Essential: A minimum of seven years of related experience, for programming or providing VMMC services

Desirable: Guideline/ training package development/ Training of health care providers

Skills/Knowledge:

Essential: Analytical, facilitation, presentation, writing skills, organizational and time management

Desirable: Excellent interpersonal communication, negotiation, participatory skills and team player

Language proficiency

Fluency in written and spoken English.
