Under the supervision of the Monitoring and Evaluation Specialist of the UNICEF Albania, the International consultant (IC) will be supported by the national UNICEF coordinator for MICS and interact closely with the INSTAT staff.

The desk review materials will be made available to the IC, and additional ones could be searched individually by the IC. For each MICS indicator, it is expected that IC will bring clarity with regards, but not limited to availability of data from other sources for the indicator; the type and maturity of the data source; the degree of data disaggregation, especially for sex and group ages; the geographic representation of the data; frequency of reporting or latest reporting/plan for reporting; the public availability of the data, the possibility the source allows for correlation of the indicators’ data, etc. For all MICS indicators, linkages with the current national strategies will be sought and reflected in the assessment.

How can you make a difference?

The IC is expected to interact with relevant stakeholders in the country (including key donors, relevant ministries, statistical entities, UN Agencies) to identify immediate priorities for indicators part of MICS.

Based on the information collected, and in close consultation with INSTAT, the IC will provide insights on the most critical and relevant MICS indicators in the context of the country.

Deliverables:

1. Methodology of the work and analysis (5 days), By August 2022

  • Desk review of materials.
  • Participate in the inception calls with UNICEF and INSTAT.
  • Draft the methodology for the assessment, including tool to capture info on MICS indicators, suggested interviews with stakeholders, updated timeline for the assessment, list of potential stakeholders, etc.
  • Following its review, incorporate feedback of INSTAT and UNICEF to the document.
  • Finalize methodology

2. Mapping information for MICS indicators 25 working days (10 days in the country), by October 2022

  • Complete the mapping tool with all necessary info for each indicator. For this task, support will be provided by the national consultant.
  • Conduct interviews with up to 15-20 stakeholders. Meeting facilitated by INSTAT and UNICEF. A combination of face to face and online approach could be used for the conduct of the interviews.

3. Data gap assessment report, 10 working days, by mid-December 2022

  • Clean and analyze all info
  • Prepare draft report of the assessment to share with INSTAT and UNICEF.
  • Present the assessment to group of stakeholders.
  • Incorporate feedback of INSTAT and other stakeholders and finalize the assessment

To qualify as an advocate for every child you will have…

  • Relevant academic background in statistics and data analysis (Master degree)
  • At least 15 years’ experience in working with statistics, including survey and administrative data.
  • Strong knowledge on MICS.
  • Strong skills in analysis and report writing.
  • Proven capacity in undertaking data gap assessment and providing recommendations for data systems.
  • Preferably previous experience in the western Balkan region.
  • Excellent oral and written command of English is essential.
  • Demonstrated ability to work in a complex environment and to establish harmonious and effective relationships with stakeholders.
  • Integrity and ability to handle confidential information in accordance with policies and protocols on use of information.

  • Cover letter, clearly articulating the availability for the consultant, and how the profile of the candidate fits to the ToR advertised.
  • Technical note (up to 2 pages), that presents the technical understanding of the ToRs.
  • Updated CV with reference to previous work relevant to the ToR.
  • Daily fee in USD (all taxes inclusive)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
