Overview

Support the development of technical guidance on youth engagement in climate action.

You have:

• Minimum 5 years of experience in formulating climate and environment-related policies, for governments and/or international organizations.
• Experience of working with UN agencies.
• China specific experience and understanding of the country context especially in terms of climate change and youth engagement is highly desirable.
• Strong desk research, writing, communication, teamwork, time management and coordination skills.
• Fluency in written and spoken English is a must.

How can you make a difference?

UNICEF China is providing technical support to China’s Ministry of Environment and Ecology to develop a technical guidance on youth engagement. The guidance will elaborate recommendatory mechanisms for local governments, schools, universities, organizations and companies to provide opportunities for the youth to meaningfully participant and contribute to climate action and conversation in their schools, universities, workplaces, and communities. Among other things, the technical guidance will be centered on the following pillars:

1. Awareness raising and skills enhancement ensuring China’s youth understand climate change, its causes, impacts and potential solutions, know how to cope with its negative impacts, and are competitive in the emerging green global economy.
2. Resource availability allowing Chinese youth to apply for grants and concessional loans to fund their climate related initiatives including social entrepreneurships.

3. Harnessing ideas through mechanisms for youth to communicate their initiatives to their community leaders, schools, universities, or workplaces. such mechanisms may include:

4. Online platforms that will consolidate and channel such ideas to stakeholders.

5. Establishment of Green Teams in companies and organizations which will engage young
6. employees and be tasked to come up with ideas and plans for
   1. cutting environmental footprint of their office(s), and
   2. transition to low carbon business/operation model.
7. Funds for community initiatives for youths to apply both for rural as well as for urban context

Work Assignments:

1. Desk review of international youth engagement practices and mechanisms.

2. Consultations with stakeholders, including but not limited to government counterparts (Ministry of Environment and Ecology and All China Youth Federation), Local Youth Organizations, UNICEF Staff.

3. Desk review of existing Chinese youth engagement practices and mechanisms on climate change.

4. Preparing the 1st draft of the technical guidance.

5. Obtaining feedback from stakeholders.

6. Incorporating the feedback into the draft.

7. Formulate the final draft of the technical guidance.

8. Support UNICEF’s editor and designer to polish the final report of the technical guidance.

Deliverables/Outputs:

****1.**** Desk Review on Existing Youth Engagement Initiatives in China and abroad as well as a list of important stakeholders (8-10 pages).

Delivery deadline: April 2024

2. Technical Guidance on Youth engagement in Climate Mitigation and Adaptation Actions and Conversation in China (12-18 pages) including Executive Summary (1 to 2 pages) and Power point presentation (around 20 slides).

To qualify as an advocate for every child you will have…

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
