Scope of work and expected outputs / deliverables:

Description of activities:

1. Investment case for strengthening the Birth Registration system in Balochistan and Sindh:

1.1. Desk Review and KIIs: Conduction of the desk review of all the relevant document related to the implementation of the birth registration program in the CPD (20218-2022). Conduction of the Key Informant interviews with UNICEF staff, Local Government, Planning and Development department and other key stakeholder if and when needed.

1.2. Development of the investment case: in collaboration with the provincial government, and in close cooperation with the CP Section Chief, Health, Social Protection, C4D, Chief of field offices and Deputy Rep, drafting of 3 to 5 evidence based-costed investment case scenarios for Sindh and Balochistan aimed at increasing birth registration and certification by 2027 (end of the new CPD)

1.3. Stakeholder consultation: A stakeholder’s consultation will be held in Balochistan and Sindh with key stakeholders to review the investment case with different scenarios and give their feedback for the required revision.

1.4. Validation and finalization of the investment case. Based on the feedback from the stakeholders especially Local Government, Health and Planning and Development Department finalize 3 to 5 investment cases for the Balochistan and Sindh each.

2. Costed Action plan for strengthening the CRVS system in ICT and Capacity building of Punjab and KP governments on the use of the costed Action Plan tool and provide technical support for the development of the KP and Punjab costed workplan.

2.1. Desk Review: Undertake desk research and analyze all the necessary documents/policies/. Assessment reports to fully understand the ground situation and existing situation of CRVS in Pakistan especially in Punjab, KP and ICT. The Consultant will work in close collaboration with CRVS Focal Person at P&D, Local Government Department, Health, TSU-Planning Commission of Pakistan, UNICEF office and other stakeholders.

2.2. Methodology: Develop a comprehensive methodology and work plan for a participatory process with a view of achieving support from departments, which includes holding consultations and facilitating interviews with relevant stakeholders including, but not limited to, donor and development partners, private sector and civil society NGOs.

2.3. Development of the costed Work plan: Development of the costed action plan 2023-2027, including outcome mapping for monitoring and evaluation, detailed implementation for 2023-2025, and general activities for 2025-2027. The plan should include the goals, expected results for each, the priority programs and strategies to achieve them, and performance metrics (i.e: indicators with baselines and targets), timelines and resource allocations required to accomplish them, as well as a monitoring and evaluation plan and an outline

communication plan. The strategic plan will identify synergies between key research, programs and advocacy activities to advance the provincial/territorial priorities.

2.4. Validation: Hold stakeholder consultations to get feedback on the draft costed action plan. Incorporate the feedback and validate the draft costed action Plan

2.5. Finalize the Costed Action plan: final endorsement of the costed action plan by the government and its notification.

2.6. Capacity building of KP and Punjab Government on the costed workplan tool: Training session will be organized for the Punjab and KP government counterparts on the CRVS costed workplan and technical support will be provided to the government in the finalization of the costed workplan

Tasks:

  • Inception Report outlining key deliverables and timeline; contextual analysis; gaps in the birth registration and recommendations for investment in strengthening the birth registration system in Balochistan and Sindh. (25 pages only)
  • Report of the Investment Case for Strengthening birth registration in Balochistan and Sindh.
  • Revised version of the investment case with 3-5 scenarios for Balochistan and Sindh (30-35 pages)
  • Final Investment case for Balochistan and Sindh.
  • Inception Report outlining key deliverables and timeline; contextual analysis; CRVS gaps and outline of the CRVS costed action plan for ICT (15 pages only)
  • Draft CRVS costed workplan for ICT (30-35 pages)
  • Revised version of the Costed action plan for KP and Punjab. (30-35 pages)
  • Inception Report outlining key deliverables and timeline; contextual analysis; CRVS gaps and outline of the CRVS costed action plan for ICT (15 pages only)
  • Draft CRVS costed workplan for ICT (30-35 pages)
  • Revised version of the Costed action plan for KP and Punjab. (30-35 pages)

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in statistics, mathematics, economics, sociology or related field is required .
  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of ten years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required
  • International experience in the field of civil registration specially birth registration, vital statistics, identity management or related field is required.
  • Experience with Sustainable Development Goals (SDG) Indicators and Sustainable Development Goals (SDG) related data and monitoring is desirable.
  • Experience with the UN or other regional organizations is an advantage
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

NOTE****:

  • Estimated Duration: 130 Working days, estimate starting date: 20 September, 2022 - 20 May 2022.
  • Travel may be required to Work remotely with travel to Islamabad, Balochistan, Punjab, KP and Sindh.
  • The consultancy is at a senior level.
  • Applicants are requested to submit a financial quotation indicating daily fee or a lump sum amount for the whole assignment as part of the application against each deliverable.
  • Verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
