Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Embracing high tech and innovation, new economy, manifested in the transformation and upgrading of traditional economic activities and the rise of emerging economic activities, is acting as one of the strong driving powers of economic development. Driven by next generation of information technologies – including big data, artificial intelligence and cloud computing – the new economy is growing fast. UN Women, working with the National School of Development of Peking University, and the Institution of New Economic Development (INED) jointly conducted a Research on gender equality and new economy, to better understand the situation of women in new economy, their challenges and their needs, as well as how to promote women‘s futher participation and development in the new economy.

Duties and Responsibilities

SCOPE OF WORK AND SPECIFIC TASKS

UN Women is hiring an international consultant to edit and finalize the research report on gender equality and new economy. The main responsibilities will include:

1) The international consultant is expected to prepare a list of comments and suggestions about how to furtner improve the draft report, to be agreed by UN Women

2) Based on the comments and suggestions, the international consultant is expected to edit and finalize the research report (English version), including revising and poblishing from both the content and language perspective.

Required Skills and Experience

Experience and required qualifications

  • Minimum educational requirement: Master’s degree or equivalent in Economics, Social Sciences, Gender Studies, Public Administration, Public Policy, or a related field.
  • At least 10 years of experience in research in economic, social or related fields.
  • Proven expertise in gender equality, high quality research reports on gender related issues are highly preferred
  • Proficiency in english writing is required, knowledge of Chinese is highly preferred
  • Prior experience working with the UN is preferred.

Selection and evaluation criteria

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
