DESCRIPTION OF TASKS

Mission of the post: Ensure the implementation of the country's current actions aimed to strengthening national capacity and standards in terms of policies, strategies and health plans, namely the guidelines for achieving the Sustainable Development Goals (SDGs) and Universal Health Coverage (UHC) through effective governance and leadership of health systems and programs at the national level and supporting the country in its implementation.

Consultancy objectives: Support the country in the development, implementation and evaluation of its health policies, strategies and updated operational plans, based on factual, exhaustive, and comprehensive data and needs, budgeted, financed, implemented and monitored. Facilitate management capacity and good governance at the national and decentralized levels to lead health development, strengthen the different pillars of the health system and generate partnerships through sound monitoring and evaluation and mutual accountability for sustainable results that promote universal health coverage and good health at all key stages of life, while taking into account and addressing health equity, strengthening integrated and person-centered primary health care, the social determinants of health and human rights, in particular emphasis on prevention of morbidity, mortality and disability.

Context – Under the overall supervision of the WHO Representative and within the framework defined by the regional strategies, guidelines and program objectives, the consultant will address the demands of the Guinea-Bissau Health System, focusing on ongoing activities, facilitating coordinated approaches for effective management and implementation; It will proactively contribute to the development of strategic frameworks for health policies, strategies and governance; review and adapt existing guidelines and recommend new initiatives; and coordinating the work of the Health Systems Cluster, developing and managing work plans and budgets within the framework of the WHO Staff Regulations and Rules, financial rules and procedures agreed by the WHO Regional Office for Africa. Within the WHO framework, the consultant will guide, motivate and manage time and its colaborators, and contribute to problem solving while promoting teamwork.

Coordination – The successful achievement of objectives and expected outputs requires extensive and continuous contacts to initiate and strengthen communication and partnerships with a wide range of partners, experts, decision-makers and representatives of bilateral and multilateral agencies, universities, organizations and intergovernmental institutions, and NGOs, and extensive consultation with national partners, international organizations, as well as within the team (including consultants) to advance strategic planning and leading-edge health policies; advise and support the country in the implementation of agreed programs - The consultant will ensure full collaboration and coordination of activities within the WHO team and other substantive groups, and will facilitate collaboration with regional teams and Multi-Country Support Teams (M-CATs) ), in order to maximize impact and make knowledge available.

Expected products:

1) Technical support to develop the National Health Development Plan provided;

2) National health human resources policy developed;

3) Strategic plan for human resources for health developed and approved;

4) Strategic plan for motor rehabilitation and assistive technologies prepared;

6) Follow-up of the agreement for the pooled procurement of essential medicines within the scope of the SIDS carried out and periodic monthly meetings of the Lusophone group organized;

7) Health financing project within the scope of the partnership with the European Union submitted for signature and follow-up of its implementation carried out, including the preparation of technical reports in close collaboration with the national consultant;

8) Follow-up and technical support for the implementation of the NOMA project carried out;

9) Technical support to the Medication Supply Chain Management committee provided with active participation in technical meetings;

10) Construction of the new oxygen plant at the Simão Mendes National Hospital under the WHO Solidarity Fund completed and follow-up with operations carried out consistently;

11) Installation of the burial chambers at the Simão Mendes National Hospital, and the Main Military Hospital completed;

12) Installation of the tomograph and fixed X-ray completed;

Operational skills and knowledge:

Demonstrated competence in public health policy, planning, management and governance knowledge. Proven experience in monitoring and evaluating health governance policies, strategies, and projects with proven experience in their implementation in a context of limited resources. In addition, general skills through a broad understanding of the issues at stake in the different components of health systems, health programs and its linkage. Excellent communication and presentation skills; proven ability to write technical reports, guidelines clearly and concisely; provide technical advice and authoritative guidance to multiple stakeholders and partners, given policy contexts and limited resources. Strong interpersonal skills with the ability to promote consensus, lead resource mobilization activities, communicate progress and results, and/or proactively take corrective action while ensuring effective professional and ethical practices. Demonstrate diplomacy, tact, and courtesy.

Level of education (qualifications):

Essential level: have a postgraduate degree (Master's level or higher) in public health, health systems/services administration, health management, or a health-related domain from an accredited/recognized institution or a formal qualification in health policy international/global health or similar domains.

Desirable level: hold a PhD in one of the above areas and/or have postgraduate training or specialization in health systems and/or planning, health management or health economics.

Professional experience:

Essential: At least seven years of experience in health sector policy and planning at national and international levels, with strong management or technical assistance in a government institution or international organization in countries with limited resources in the areas of policy, strategy, and governance development in the health domain.

Desirable: experience in health sector evaluation, analysis, and reporting, with skills in building consensus at the beginning of cooperation, as well as in evaluating health services and facilitating consultations. Have contributed to a reform/transformation of the health system.

Languages: Knowledge of the Portuguese language is essential. Excellent knowledge of French or English, with a good working knowledge of another UN language.

Other Skills: Proven ability to use current versions of office software, knowledge of common computer software. Use of statistical analysis tools and eHealth will be an asset.

Period: three months renewable for another three months
