Background

Poaching and illicit trafficking of wildlife is among the five most lucrative illegal trades globally, estimated to be worth up to US$23 billion annually. UNDP has recognized the growing problem of illegal trade in wildlife and wildlife products and is responding accordingly, both in policy engagement and in UNDP-GEF programming.

In 2018 – 2022, the UNDP-GEF-USAID Project “Reducing Maritime Trafficking of Wildlife between Africa and Asia” under the GEF-financed, World Bank-led Global Wildlife Program (GWP) has supported multiple activities in Kenya, Tanzania, and Uganda to increase capacity of government agencies and private sector in prevention and interception of wildlife trafficking in maritime supply chains through the ports of Mombasa, Dar es Salam, Zanzibar, and Kampala dry port. Based on the results of these activities and through collaboration with other projects, the UNDP-GEF-USAID Project identified a set of measures that can be called effective (and even best) practices for prevention and interception of wildlife trafficking through ports. These successful practices/models can potentially be applied at other ports and countries to decrease and eventually stop wildlife trafficking through maritime shipping supply chains. These practices include the following spheres: collaboration between government agencies and private sector to increase port capacity to detect an intercept wildlife trafficking; assessment of port capacity to intercept wildlife trafficking; inter-agency law enforcement units to intercept illicit trafficking at ports; supply chain security programs; Know Your Customer legal framework for exporters and importers; automatic risk profiling of sea containers; remote detection of illegal wildlife products in sea containers methods (using rats); investigation of wildlife seizures, including forensics and financial investigation; IMO guidelines for shipping lines; and wildlife crime awareness campaigns at target ports. The identified best practices need to be formulated in detail and synthesized in a “Best Practice Guide to prevent and intercept wildlife trafficking in the maritime shipping supply chain”. For development of the Best Practice Guide, UNDP is looking for an International Consultant experienced in writing and development of best practice publications.

Duties and Responsibilities

Objective: To draft best practices identified by the UNDP-GEF-USAID Project “Reducing Maritime Trafficking of Wildlife between Africa and Asia” and develop the “Best Practice Guide to prevent and intercept wildlife trafficking in the maritime shipping supply chain”.

Target Audience: Government agencies (Customs, Port Authorities, Wildlife Authorities, etc.), private sector and business associations in the maritime supply chain, International Organizations, and NGOs.

Key Resposibilities:

  • Develop an outline of the “Best Practice Guide to prevent and intercept wildlife trafficking in the maritime shipping supply chain” and weekly workplan for its full development in consultation with the the UNDP-GEF-USAID Project team;
  • Collect and draft best practice stories based on the UNDP-GEF-USAID Project team input and interviews with key project partners and stakeholders, including the Global Wildlife Program, UNODC, United for Wildlife Transport Taskforce,WCO, IMO, WildAid, Institute of Chartered Shipbrokers, University of Washington, TRAFFIC, Grace Farms Foundation, WildAid, Space for Giants, APOPO, EAC Authorized Economic Operator program, Joint Port Control Units, Kenya Revenue Authority, Tanzania Revenue Authority, etc. The indicative list of best practices for the Guide (potentially to be amended in consultation with partners) includes the following:

  • Port Stakeholder Workshops;

  • Port Monitoring and Anti-Trafficking Evaluation Tool (PortMATE);
  • Joint Port Control Units at Mombasa, Dar es Salaam, Zanzibar and Kampala ports;
  • Automatic Risk Profiling Systems (WCO Cargo Targeting System and Risk Profiler);
  • Supply Chain Security Programs (EAC AEO, ICS Ports & Supply Chain Course);
  • Know Your Customer legal framework for exporters and importers in Kenya;
  • Application of African rats for detection of wildlife trafficking in sea containers;
  • Wildlife Crime Forensic and Financial Investigation as tools for investigation of wildlife seizures;
  • IMO Guidelines for the Prevention and Suppression of the Smuggling of Wildlife on Ships engaged in International Maritime Traffic;
  • Wildlife Crime Awareness Campaigns at Mombasa, Dar es Salaam, and Kampala ports.

  • Develop the first draft of the Best Practice Guide and submit it for review by the project team and project partners;

  • Address the comments of the project team and project partners and develop a final draft of the Best Practice Guide ready for design and publication.

Travel Requirements:

No travel is assigned at this stage.

Outputs:

  • Deliverable 1: Outline of the “Best Practice Guide to prevent and intercept wildlife trafficking in maritime supply chain” and weekly workplan for its full development;
  • Deliverable 2: First draft of the Best Practice Guide ready for review and comments;
  • Deliverable 3: Final draft of the Best Practice Guide ready for design and publication.

Required Skills and Experience

Academic Qualifications/Education:

Bachelor’s or Master’s degree in writing, journalism, communication, international development or related field.

Experience:

  • At least 5 years of hands-on experience in case of Bachelor’s degree and at least 3 years of hands-on experience in case of Master’s or higher degree in development of documentaries/publications in the area of environment, law enforcement, international development, and business;
  • At least 3 years experience in professional interviewing of different stakeholders (government agencies, international organizations, NGOs, research organizations, and private sector);
  • Proven knowledge of standard software packages for writing and communication (MS Office, Zoom, Skype, etc.);
  • Previous professional experience with UN is an advantage.

Language skills:

Fluency in English, both written and oral, is required.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be invited for an interview.

The selection of the best offer will be based on a Combined Scoring method – where the technical evaluation (desk review) will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%. The 70% rating shall be based on how well the Offer or meets the minimum qualifications/competencies described above.

The technical evaluation will be based on the following criteria with the corresponding points (out of a total 70 points):

  • At least 5 years of hands-on experience in case of Bachelor’s degree and at least 3 years of hands-on experience in case of Master’s or higher degree in development of documentaries/publications in the area of environment, law enforcement, international development, and business (20 points);
  • At least 3 years experience in professional interviewing of different stakeholders (government agencies, international organizations, NGOs, research organizations, and private sector) (20 points);
  • Master’s or higher degree in writing, journalism, communication, international development or other relevant fields (10 points);
  • Fluency in English, both written and oral, is required (10 points);
  • Knowledge of standard software packages for writing and communication (MS Office, Zoom, Skype, etc.) (5 points);
  • Previous professional experience with UN is an advantage (5 points).

Only applicants with a minimum of 45 points on their technical proposal will be considered for financial evaluation. The following formula will be used to evaluate financial proposal:

p = 30 (µ/z),

Where,

p=points for the financial proposal being evaluated

µ=price of the lowest priced proposal

z = price of the proposal being evaluated

The contract will be awarded to the applicant who receives the highest combined score.
