Background

UN Women’s Country Office in South Sudan provides support to Government by strengthening the institutional capacity of government institutions. In addition, UN Women provides technical and financial support to the Ministry of Gender, Child, and Social Welfare.

United Nations Security Council Resolution 1325 (UNSCR 1325) on Women, Peace and Security, unanimously adopted in October 2000, stresses the importance of equal participation and full involvement of women in all efforts for maintaining and promoting peace and security. Seven additional resolutions on Women, Peace, and Security (WPS) have been adopted since. These lay a framework for the implementation of the WPS agenda that reinforces the existing global commitments, treaties, and conventions on women’s rights, imbedded in the two global women’s rights instruments: the Convention on the Elimination of all Forms of Discrimination against Women (1979) and the Beijing Declaration and Platform for Action (1995).

To deliver these commitments at the national level, the United Nations (UN) has encouraged member states to adopt National Action Plans (NAPs) on WPS as one of a range of mechanisms that implement the resolutions and monitor the progress of the WPS agenda. Some regional organizations have also developed Regional Action Plans (RAPs) on WPS to address some of the common security issues faced by women in the region.

The UNSCR 1325 on Women, Peace and Security aims to protect women and girls in situations of armed conflict, safeguard their human rights, prevent violence, and ensure women's equal participation in peace negotiations and reconstruction efforts.

The Government of South Sudan, jointly with the United Nations, launched South Sudan’s National

Action Plan for the implementation of the UNSCR 1325 (SSNAP) for 2015-2020 on 10th of May 2016. A progress report to review the progress made in the SSNAP 2015-2020 was launched in 2021. The report recommends a new SSNAP to be developed for another five years.

It is important for South Sudan to develop a new SSNAP on the implementation of the UNSCR 1325 on Women Peace and Security in South Sudan. UN Women South Sudan Country Office in collaboration with the Ministry of Gender, Child, and Social Welfare and is seeking an international consultant to undertake the assignment.

Duties and Responsibilities

The consultant will work under the direct supervision of the Undersecretary and the Director-General of the Ministry of Gender, Child, and Social Welfare and UN Women Deputy Country Representative.

The consultant will also work in close cooperation with a national consultant working on the same project. The consultant is expected to develop a clear plan of division of labour and responsibilities with the forementioned national consultant in order to perform the following duties:

Tasks:

  • Preparing an inception report;
  • Developing a work plan for the assignment with the focal persons at the Ministry of Gender, Child, and Social Welfare;
  • Supporting the Ministry of Gender, Child, and Social Welfare to develop a new National Action Plan on the implementation of UNSCR 1325;
  • Developing outcomes and outputs of the frameworks under the various components/headings of UNSCR 1325;
  • Conducting a review of the four pillars of the resolution based on recommendations given in the progress report;
  • Conduct consultative workshops with the Gender focal persons from Line ministries and Commissions;
  • Conducting interviews with gender machinery, relevant government institutions, and CSOs;
  • Incorporating the stakeholders’ comments into the draft final report;
  • Conducting a comprehensive costing of the SSNAP.

Deliverables:

  • Conducting a desk review on relevant documents;
  • Conducting interviews with relevant institutions, CSOs, and the staff responsible for the SSNAP at the Ministry of Gender, Child, and Social Welfare;
  • Conducting national and state-level consultations in the ten states and three administrative areas to generate diverse views that guide the development of the new SSNAP;
  • Conducting a validation workshop;
  • Conceptualizing and providing inputs into the draft documents;
  • Writing workshop and exit reports.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in development or peace and security-related field, gender issues, economics, political science, international relations, public policy, law, or other social science fields.

Experience:

  • At least 7 years of progressive experience in the field of women’s empowerment and gender equality in a post-conflict context or experience in developing a similar normative framework.
  • Experience working with and building capacity of national women’s machinery and/or similar institutions.
  • A high degree of political and cultural sensitivity and demonstrated ability to achieve results in politically and operationally complex environments.

Language Requirements

  • Fluency in English is required
