Purpose of Activity/Assignment:

The Royal Government of Bhutan (RGoB) has made considerable progress in promoting and protecting the rights of women and children. In the last few years, the RGoB enacted the Child Care and Protection Act of Bhutan 2011 (CCPA), the Child Adoption Act 2012 and the Domestic Violence Prevention Act of Bhutan 2013 (DVPA), for which the National Commission for Women and Children (NCWC) has been designated as the Competent Authority. The Rules and Regulations (R&R) for the three acts came into effect from 1 January 2015. The CCPA sets the framework for care and protection of children in conflict with the law (CICL) and children in difficult circumstances (CIDC) in building a comprehensive child protection system in Bhutan.

In line with the CCPA and R&R, the Standard Operating Procedure (SOP) on case management for women and children in difficult circumstances has been developed and implemented to provide timely services to women and children in need of care and support. Additionally, a separate SOP on case management for children in conflict with the law (CICL) has been developed to ensure a coordinated service to CICL. However, the effective implementation for the SOPs have been a challenge due to limited human resources, structures and overlapping of roles for some agencies. Further, the SOPs were developed at a time when there was limited understanding on child protection and case management in the country and therefore, some provisions in the SOPs may not be in line with the guiding principles for child protection case management.

The purpose of this assignment is to therefore to review the existing SOP on case management for children (CIDC and CICL) in accordance with international best practises on preventing and responding to child protection issues and develop a Child Protection Case Management Guideline and SOP. The Guideline and SOP must be simple, clear and doable so that all stakeholders can use it to on prevent and respond to child. protection issues and must be accompanied by common forms and referral pathways that cuts across several ministries and agencies which will strengthen the organizational framework to respond to child victims/survivors of violence, abuse and exploitation in a timely, efficient and effective manner. Further following the development of the guidelines, SOP and tools, in order to orient and train case management agencies and other service providers on the child protection case management guidelines, a comprehensive training package will be developed using the relevant national legislations and SOPs; Inter Agency Guidelines for Case Management and Child Protection; Minimum Standard for Child Protection in Humanitarian Action; and other relevant global best practices.

Scope of Work:

The assignment should include:

  • Review the current case management system including SOP in place for children in difficult circumstances and children in conflict with the law including existing forms and tools;
  • Developing guidelines and procedures for the prevention and response to CP including standard forms Developing Inter-agency Referral pathways for child protection;
  • Adapting child protection response mechanisms to emergencies including the outbreak of infectious diseases like COVID-19 with practical steps that support CP practitioners in an efficient, more effective and ethical way of delivering services.
  • Developing of a training package and a remote 5 days training (ToT) of case workers, case managers, and other relevant stakeholders on CP case management tools and referral pathways, including practical exercises involving complex case scenarios.

As the position is home based (remote), the work will be supported by a national TA who will be providing logistical support, supporting the desk review, organizing bilateral meetings, FGDs, and the trainings in Bhutan etc. Specifics can be discussed once both the consultants are onboard.

Minimum Qualifications required:

Knowledge/Expertise/Skills required:

Bachelors Masters PhD Other

  • Enter Disciplines: Social Sciences or other relevant fields

  • At least 5 years of professional work experience in the field of system building for child protection at international level;

  • Excellent knowledge of the international standards on child protection and international instruments on children rights;
  • Relevant experience in developing and delivering training curricula, modules and materials on child protection would be an advantage
  • Excellent verbal and written communication skills in English
