Background

The European Union (EU, DG NEAR), UNDP and World Bank (WB) have agreed to cooperate on conducting the first multi-country survey on the socio-economic vulnerabilities of Roma in Georgia, Moldova and Ukraine. Cooperation on the survey is based on a joint understanding that there is a need to create a baseline statistical evidence to raise awareness of different drivers contributing to Roma exclusion and inform targeted policy efforts to tackle underlying causes of exclusion and vulnerabilities in the three countries covered by the survey.

Building on the experience from the similar Socio-economic assessment of the status of Roma in the Western Balkans carried out in partnership with the World Bank in 2017, UNDP aims initiate preparation of the methodology for carrying out quantitative and qualitative assessment and in-depth studies e in Georgia, Moldova and Ukraine.

Development of a credible methodology for successful collection of quality data will be instrumental for designing relevant policies and for establishment of a coherent framework for monitoring the progress in social inclusion of Roma. The methodology should enable collection of data in all three countries, covering also the war affected Roma population internally displaced in the western part of Ukraine or temporarily residing in Moldova as refugees. The survey has to provide evidence about the status of social and economic rights of Roma in the three countries, taking also into consideration latest trends affecting the quality of life of most vulnerable population, caused by the compounding health, security, food and energy crises.

Based on the developed methodology and questionnaires, UNDP will engage a polling agency to carry out the quantitative survey in three countries.

Duties and Responsibilities

UNDP is looking to recruit an International Expert to design a methodology for data collection in three countries (Georgia, Moldova and Ukraine) capturing the vulnerabilities among Roma population and those living in their proximity under similar conditions. Methodology should be carefully designed to address the challenges caused by safety risks caused by the war in Ukraine. It should also take into consideration the small number of Roma population in Georgia.

The Consultant will develop a methodology that will identify communities with vulnerable Roma and non-Roma population, to identify the root causes, which can lead to their social exclusion and violation of human rights entitlements. The Methodology will identify most appropriate methods for establishment of the sample, and organization of the survey under the specific circumstances, such as the large number of internally displaced population, refugees and heightened security risks due to the war in Ukraine On the other hand the sampling method in Georgia will have to address the specificities of small and geographically dispersed Roma population to ensure representative number of interviewed Roma and non-Roma living in near proximity.

More precisely, the Consultant will develop:

The Methodological approach that will conceptualize the process of data gathering in all three countries involved. It will compile methodological guidance, design of the survey and sampling methods and lists of indicators.

Methodology will ensure collection of data to the extent possible in critical areas affected by the war in Ukraine, resulting among others with internal and external displacement of people. Survey needs to ensure representative coverage in all three countries. For Georgia where the number of Roma population is small, the methodology should provide appropriate guidance on engagement of other partners beside the polling agency (NGOs or other entities) to ensure appropriate access to the families falling in the categories relevant for this survey. CSOs engagement should be also considered in Ukraine to support data collection in a situation of security crisis. Involvement of NGOs has to be carefully crafted outlining their role and the approach in supporting the process.

The indicators need to guide the work of the polling agency in terms of proper selection of communities and territories with representative number of Roma households where the interviews can take place (the sampling universe). Developed set of indicators should include definition of indicators and indicators’ computation method.

The geographical focus of the Survey will be Georgia, Moldova and Ukraine (western part). Number of respondents for each of the regions will be specified based on the discussions with country level representatives (to be proposed by UNDP jointly with Consultant) the World Bank and the Technical Working Group to be established under the Project. Methodology should also give guidance on detecting representative number of sampling points per region in each of the countries to ensure accurate sampling and interview plan. Details like number of respondents per sampling point unit, preference towards interviewing particular household member for specific modules (like head of HH or women for example), location of the sampling points etc, should be clearly identified. Assessing the need for identifying additional focus groups might be also part of the methodological approach, depending on the feedback received by involved partners.

The actual collection of the data will be done by a polling company in all three countries.

The Payment will be made in one instalment upon confirmation of UNDP on the satisfactory completion of the Deliverable 1.

INSTITUTIONAL ARRANGEMENT

The consultant will work under direct supervision of the IRH Regional Team Leader for Inclusive Growth. S/he will be in regular communication with the supervisor and will provide updates on the progress achieved on a regular basis. In course of performing his/her job, the consultant will closely collaborate with the nominated focal points in Georgia, Moldova and Ukraince.

The UNDP Regional Team Leader and the designated focal points in the three country offices will provide guidance to the expert on expectations related to the design of the deliverables and will provide quality assurance throughout the process. UNDP will engage additional analysts required for carrying out the work on a country level. UNDP will cover the costs for interpreter for interviews with non-English speaking interviewees.

UNDP shall request the Contractor to read carefully, understand and sign the ‘Code of Conduct for Evaluators in the UN System’, which can be accessed at: http://www.unevaluation.org/unegcodeofconduct

All communication and reports will need to be prepared in English language. The final product will be the property of UNDP which will exclusively hold the copyrights and other proprietary rights.

DURATION OF THE WORK

The duration of the Consultant’s work is estimated to up to 30 working days in the period from 15 Nov 2022 to 15 Jan 2023.

DUTY STATION AND TRAVEL

The assignment will be fully home-based.

If unforeseen travel is requested by UNDP and not required by the Terms of References (ToR), such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement.

CRITERIA FOR SELECTION OF BEST OFFER

The award of the contract shall be made to the offeror whose offer has been evaluated and determined as:

a) Being responsive/compliant/acceptable, and

b) Having received the highest score based on the following weight of technical and financial criteria for solicitation as per the schedule below:

* Technical criteria weight: 70%

* Financial criteria weight: 30%

Only candidates obtaining a minimum of 49 points (70%) in the technical evaluation shall be considered for the financial evaluation.

For the considered offers in the financial evaluation only, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (Pn / Pl) * 30 where Pl is the financial offer being evaluated and Pn is the lowest financial offer received.
