UNICEF Senegal Country Office is preparing a new Country Programme Document 2024-2028 and is seeking to hire an international consultant with relevant expertise to help prepare the Country Programme Management Plan.

The consultancy is required to present the new programme structure to all staff. As a result, the consultant will focus on developing an office structure and a staff-skill profile envisaged for the new country programme based on the draft country programme document and on a set of parameters/assumption (e.g. number of total staff, relative strength of functions/areas of expertise, etc.).

Secondly, the current staff-skills profile for the Country Office and each section will be determined using current job description/profiles of established positions as a primary source of information. Based on the current office structure and staff profile, the consultant identifies in-house capacity gaps to implement the new country programme.

Finally, the consultant will provide support to colleagues/Country Office in staff development activities. This would support staff members to prepare for the change.

Purpose of Assignment:

The purpose of this consultancy is to provide support to undertake a Management Review of Senegal Country Office business structure and support the development of the strategic direction of the Country Programme Management Plan (CPMP) for 2024-2028 to achieve better results for children in Senegal.

More specifically, the consultant will support the Senegal Country Office from a human resource planning and management perspective and is expected to carry out the following tasks:

a. Review the country programme structure, and its implications for the office structure;

b. Organize meetings with section chiefs, chiefs of field offices and other members of management to understand and assess the suitability of the current management structure and to validate some principles of restructuring;

c. Recommend a ‘Fit for Purpose’ office structure to support the new country programme, including human resource capacities needed including for the zonal office;

d. Assess the current in-house capacity and identify gaps; and

e. Identify and recommend staff development activities as needed to fill in the gaps.

How can you make a difference?

Activities:

a. Report on the current management structure strengths and gaps in the country office which impact the implementation of the country programme.

b. Review the draft country programme document and interview key staff in the office to understand the context and the vision.

c. Report on the current management structure strengths and gaps in the country office which impact the implementation of the country programme and develop an office staff skills profile, by agreed dimension, for the next country programme (2024-2028).

d. Conduct a quantitative analysis of current capacity, by:

- conducting a SWOT analysis of the management structure to determine its effectiveness to meet the evolving challenges.

- reviewing Job Description of current office structure.

- conducting a staff-skills mapping and HR analyses set to support the implementation of new UNICEF CPD activities.

e. Synthesize finding on current capacity and future requirements, including any gap identified, and provide recommendations to address the gap including staff development activities.

f. Prepare the affordability analysis to support the staffing structure.

g. Ensure coherence and compliance with UNICEF guidelines, lessons learned from previous PBR and any others CPMP related documents.

h. Prepare and edit the narrative report of the CPMP based on the guidance and notes provided by the Office.

i. Prepare and edit the narrative report in French and English of the CPMP based on the guidance and notes provided by the Office.

Supervisor: Representative with a dotted supervision line to the Deputy Representative Operations. The consultant will be working closely with Deputy Representative, Operations, Head of Sections and the Zonal Office.

Duration: from 15 March 2023 to 31 July 2023.

The international consultant will use his/her laptop and personal computer tools. He/she will use his/her own working tools when he/she is at a distance. During the period of the contract, the Consultant will be subject to the provisions in force in UNICEF relating to security, COVID barriers, compliance with the rules, standards and procedures governing United Nations and UNICEF staff in particular.

Evaluation Criteria:

The selection will be based on the technical evaluation of the CV and the financial offer. The weight that will be assigned between technical and financial proposal in the final evaluation is 70/30 (technical/financial):

A) Technical Evaluation: 70 marks

- Relevant educational qualification (10 marks);

- Relevant experience (60 marks).

B) Financial Proposal (30 marks), template as attached in the TOR.

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.
