Background

The ongoing Country Programme Document (2016-2021) for UNDP Bangladesh will end in December 2021. Preparations for the development of the next CPD (2022-2026) are on-going. The new CPD will be designed to be fully aligned with both the 8th Five-Year Plan of Bangladesh (2021-2025) and the new United Nations Sustainable Development Cooperation Framework (UNSDCF) (2022-2026).

Feeding into the CPD development process will be the analysis and recommendations obtained from UNDP’s engagement in Bangladesh’s 8th Five-Year Plan development process, through a series of government-requested strategic policy papers, as well as the Common Country Analysis (CCA), identifying national priorities. Findings and recommendations from the Independent Country Programme Evaluation (ICPE) which was conducted in 2019 are also expected to help in the drafting of the new CPD. Consultations will also be undertaken with key development partners, especially the government and donors, throughout the drafting period.

The Theory of Change (ToC) and UNDP’s programme quality standards will be adopted in the formulation and design of the CPD. Substantial work is ongoing in analyzing the development situation and priority areas for the country office. The finalization of the CPD should build on the lessons learned and the analytical work carried out thus far, the lessons from the ICPE and consultation with key development partners.

Duties and Responsibilities

Under the direct supervision of the UNDP Deputy Resident Representative for Bangladesh and close consultation with the management team and the CO staff members, the consultant will draft a CPD with the following structure (subject to revision according to the finalized CPD template):

1. UNDP’s Contribution to the Cooperation Framework:

UNDP’s comparative advantages and its value added to the UNCT to deliver the results agreed in the UNSDCF, based on lessons learned from the previous CPD cycle and the Theory of Change developed.

2. Programme Priorities and Partnership:

a) What are the programme priorities derived from the Cooperation Framework that UNDP will focus on; b) How do these priorities align with, or mutually complement, regional and global efforts by UNDP to support national priorities; c) What are the main partnerships (explain who we want to work with, on what and to what end).

3. Programme and Risk Management:

a) How will local, national and international partners participate to ensure mutual accountability; b) A short analysis of the most significant political, financial, operational, programmatic risks and how programme and project design and management will ensure these risks are avoided and/or mitigated and managed; c) What early warning and risk management arrangements are in place to anticipate any significant change in circumstances (e.g. Grievance mechanism); D) Steps to ensure programme and project quality, effectiveness and efficiency are improved since the last cycle;

4. Monitoring and Evaluation:

a) What globally available and/or nationally owned sources of data, analysis and evidence will be used to track UNDP contributions to national results? b) If there are issues with globally available or national data (availability, quality, periodicity of update, reliability), how will this be addressed? c) What traditional and innovative methods will be used to make monitoring and assurance more inclusive, and to obtain data at useful intervals? d) How will the cost of data collection, monitoring and assurance be met? e) Indicate that the UNDP Gender Marker will be used to monitor Country Office expenditures and improve planning and decision-making.

6. Theory of Change (ToC)

Starting from November 2020, the CPD formulation process enters the first step: Preparations stage, with the main objective being to familiarise UNDP staff with the CPD formulation process and methodology, to assign responsibilities for data collection and commence data gathering and synthesis. The second step aims to formulate a Theory of Change that aligns with UNSDCF for selected thematic issues for the new CPD and Country Office (CO) portfolio and includes a problem analsysis and outcome mapping; The third step aims to draft the CPD, and finalise its alignment with the UNDP Strategic Plan and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Bangladesh 2022-2026.

Key Tasks****:

The key tasks for which the Consultant will be responsible are as follows:

  1. Facilitate workshops and consultations to discuss and analyze the key thematic issues for the new CPD, including a Theory of Change (ToC) workshop to conduct the problem analysis and pathways of change. Based on the outcomes of the workshop and consultation and informed by the analysis available as part of the UNSDCF/CCA process, the 8th Five-Year Plan of Bangladesh support process and the portfolio sensemaking exercise, formulate the ToC.
  2. Based on the Theory of Change, draft the Results and Resources Framework (RRF).
  3. Prepare a first draft of the CPD, Theory of Change, and the Results and Resources Framework in line with the stipulated corporate guidance and template, ensuring alignment with the UNSDCF and the UNDP Strategic Plan.
  4. Finalize the CPD draft after consultation and validation with key stakeholders and after receiving final comments from UNDP programme units, UNDP senior management and UNDP’s Regional Bureau (COSQA/RBAP).

Duration of the Work and Duty Station****:

  • The assignment is expected to be about 30 working days between December 2020 and April 2021.
  • The assignment will be remotely done and based in Dhaka, Bangladesh if COVID situation allows.Review Time Required****:

    For every stage of the deliverable, the consultant is required to submit the product to the UNDP Management Team within the agreed time frame. UNDP Bangladesh will require one week for reviewing the product to ensure the quality is satisfactory before proceeding to the payment and the next step (if applicable).

EVALUATION

Individual Consultant will be evaluated based on the following methodologies:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Only candidates obtaining a minimum of 49% point in technical criteria would be considered for the Financial Evaluation.

Required Skills and Experience

Language requirement: Fluent over communicating in English both written and verbal.

Academic Qualifications:

  • Advanced university degree (Master’s degree or above) in social sciences, or other relevant disciplines, with a proven track record in programme development and advanced social research and analysis

Years of experience:

  • At least 7-10 years of social or development experience and solid experience in programme development and implementation related to UNDP Bangladesh practice areas. Substantive knowledge in UNDP practice areas required, including Democratic Governance, Energy and Environment, and Inclusive Growth and Financing.
  • Previous experience in the formulation and facilitation of Theory of Change
  • Experience in the development of UNDP Country Programme Documents and/or programme/project documents with related Results and Resources Frameworks
