Duties and Responsibilities 1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is under the supervision of the Climate Action Regional Coordinator of the UNEP West Asia Office. UNEP’s work in Climate Action focusses on supporting the transition to carbon neutrality by promoting decarbonization, dematerialization, and resilience at the regional, national, and business levels. This is achieved through the development of policy and regulatory frameworks that align with national climate goals, as well as climate adaptation planning, including the implementation of early warning systems. During COP27, Kuwait committed to achieving carbon neutrality in the oil and gas sector by 2050 and in other sectors by 2060. Thereafter, The Kuwait Environment Public Authority (KEPA) invited UNEP to support the development of Net Zero Carbon Strategy for Kuwait. The Strategy will be developed by identifying achievable mitigation measures, providing a roadmap to reduce greenhouse gas emissions to net zero, and policy recommendations that align with Kuwait's ongoing efforts to amend legislation and protect natural resources from the impacts of climate change. UNEP constituted a team of international consultants to deliver on the multiple dimensions of the Strategy. The objective of this consultancy is to update the GHG emissions inventory and building an energy system model for Kuwait. - Duties and Responsibilities: Under the direct supervision of the Climate Action Regional Coordinator, in UNEP West Asia Office, and in close collaboration with KEPA, the consultant will take the overall responsibility of the following: Updating GHG emissions Inventory - Creating an updated GHG emissions inventory by collecting data on the various sources of greenhouse gas emissions. - Analysing the data and determining the sources and amounts of greenhouse gas emissions. - Preparing a report detailing the findings of the updated GHG emissions inventory. This report should include information on the sources and amounts of greenhouse gas emissions, as well as any trends or changes that have occurred since the last inventory was conducted. Creating an Energy System Model for Kuwait - Conduct a literature review of energy-related policies, strategies, and plans in Kuwait. - Develop a database of energy demand and supply for Kuwait, including the various sectors such as transportation, Residential, commercial/Services, industrial, Agriculture, Land-use, Waste, Power, Upstream and Water. - Use the database and the scenario model files created by the project team to develop a TIMES model for Kuwait that includes the technical, economic, and environmental parameters necessary for energy policy analysis. Documenting the scenarios, assumptions, methodology, results, and conclusions of the scenario analysis in a report that can be shared with stakeholders, policymakers, and the public.

Qualifications/special skills Advanced university degree (master’s degree or equivalent) in environmental sciences, environment protection, climate change, Economics, Policy and Transitions, Environment Affairs environmental management or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required. Minimum of seven years’ experience in climate change, development of energy outlooks and long-term strategies or related fields is required. Experience in mitigation scenario modelling, impact analysis and project or programme management is also required. Familiarity with UN rules and regulation is an advantage.

Languages Fluency in written and spoken English is required. Arabic is advantageous.
