You have:

• Advanced university degree (master’s degree or equivalent) in environmental sciences, environment protection, climate change, Economics, Policy and Transitions, Environment Affairs, environmental management or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Minimum of seven years’ experience in climate change, energy technology or related fields is required.
• Experience in mitigation, modelling and analyzing energy system, impact analysis and project or programme management is also required.
• Fluency in written and spoken English is required. Arabic is advantageous.

Duties and Responsibilities 1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is under the supervision of the Climate Action Regional Coordinator of the UNEP West Asia Office. UNEP’s work in Climate Action focusses on supporting the transition to carbon neutrality by promoting decarbonization, dematerialization, and resilience at the regional, national, and business levels. This is achieved through the development of policy and regulatory frameworks that align with national climate goals, as well as climate adaptation planning, including the implementation of early warning systems. During COP27, Kuwait committed to achieving carbon neutrality in the oil and gas sector by 2050 and in other sectors by 2060.Thereafter, The Kuwait Environment Public Authority (KEPA) invited UNEP to support the development of Net Zero Carbon Strategy for Kuwait. The Strategy will be developed by identifying achievable mitigation measures, providing a roadmap to reduce greenhouse gas emissions to net zero, and policy recommendations that align with Kuwait's ongoing efforts to amend legislation and protect natural resources from the impacts of climate change. UNEP constituted a team of international consultants to deliver on the multiple dimensions of the Strategy. The objective of this consultancy is to conduct a gap analysis with regard to the GHG emissions inventory and the development of scenario model to contribute to the Net Zero Carbon Strategy. - Duties and Responsibilities: Under the direct supervision of the Climate Action Regional Coordinator, in UNEP West Asia Office, and in close collaboration with KEPA, the consultant will take the overall responsibility of the following: Preparing an assessment of existing data and gaps for the GHG inventory - Collecting data on the various sources of greenhouse gas emissions. This involves gathering data from industry reports, government databases, and other sources. - Evaluating the quality of the data collected. - Identifying the data gaps in each sector - Prioritizing data needs based on the importance of the sector or source for GHG emissions, the level of uncertainty associated with the data gap, and the availability of resources to fill the gap. Development of Scenario modelling - Developing the model files in the TIMES framework, including defining the system components, parameters, constraints, and equations that describe the energy system. - Identify the least-cost options for meeting the future energy demand. - Developing a reference scenario that represents a business-as-usual projection of the energy system, against which alternative scenarios can be compared. - Running the model files to simulate the energy system under different scenarios and analysing the results to evaluate the performance of different policy and technology options. This model file will be used by other consultant to develop the Kuwait-TIMES model.

Qualifications/special skills Advanced university degree (master’s degree or equivalent) in environmental sciences, environment protection, climate change, Economics, Policy and Transitions, Environment Affairs environmental management or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required. Minimum of seven years’ experience in climate change, energy technology or related fields is required. Experience in mitigation, modelling and analyzing energy system, impact analysis and project or programme management is also required Familiarity with UN rules and regulation is an advantage.

Languages Fluency in written and spoken English is required. Arabic is advantageous
