Duties and Responsibilities 1. Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is under the supervision of the Climate Action Regional Coordinator of the UNEP West Asia Office. UNEP’s work in Climate Action focusses on supporting the transition to carbon neutrality by promoting decarbonization, dematerialization, and resilience at the regional, national, and business levels. This is achieved through the development of policy and regulatory frameworks that align with national climate goals, as well as climate adaptation planning, including the implementation of early warning systems. During COP27, Kuwait committed to achieving carbon neutrality in the oil and gas sector by 2050 and in other sectors by 2060. Thereafter, The Kuwait Environment Public Authority (KEPA) invited UNEP to support the development of Net Zero Carbon Strategy for Kuwait. The Strategy will be developed by identifying achievable mitigation measures, providing a roadmap to reduce greenhouse gas emissions to net zero, and policy recommendations that align with Kuwait's ongoing efforts to amend legislation and protect natural resources from the impacts of climate change. UNEP constituted a team of international consultants to deliver on the multiple dimensions of the Strategy. The objective of this consultancy is to conduct a strategic assessment of the country commitments to reduce GHG emissions and build a mitigation portfolio to raise country’s ambition. - Duties and Responsibilities: Under the direct supervision of the Climate Action Regional Coordinator, in UNEP West Asia Office, and in close collaboration with KEPA, the consultant will take the overall responsibility of the following: Preparing a country’s strategic assessment document: - Review and analyse documents to understand the country's current strategies, targets, and policies related to GHG emissions. - Identify gaps in terms of targets, policies, etc related to GHG emissions by sectors. - Prepare a preliminary strategic assessment document that summarizes the key findings based on the review and analysis of the identified documents. Building a mitigation portfolio and raising country’s ambitions - Review and compile a portfolio of mitigation options that are applicable to the country's context and can help achieve its climate ambitions. - Develop implementation targets for the identified mitigation options, taking into consideration the country's capacity, resources, and timelines. - Create shortlist of feasible decarbonization options for Kuwait that will be evaluated based on local constraints and the political economy of the identified policies, leveraging our understanding of country’s natural resources, regulations and policy ecosystem, market, and socio-environmental impacts.

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in environmental sciences, environment protection, climate change, Economics, Policy and Transitions, Environment Affairs environmental management or a related field is required . A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree is required. Minimum of seven years’ experience in climate change, sustainable development and climate strategies or related fields is required Experience in mitigation scenario modelling, impact analysis and project or programme management is also required. Familiarity with UN rules and regulation is an advantage.

Languages Fluency in written and spoken English is required. Arabic is advantageous
