Overview

Enhance data visualization for COVID-19 recovery management.

You have:

  • Minimum Bachelor’s degree in Statistics/Business Studies/Engineering/Epidemiology/Applied Statistics or any other relevant discipline.
  • Minimum 07 years of working experience in data analytics, solution architecture development and strategy formulation.
  • Minimum 02 years of working experience in translating analytic results to improve public policies.

Background

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

1. Institutionalizing Public Service Innovation and Improving Accountability

2. Catalysing Digital Financial Services and Fintech Innovations

3. Incubating Private Sector-enabled Public Service Innovation

‘Aspire to Innovate (a2i) Programme’ is looking for an International Consultant for Data Science and Visualization to enhance and upgrade intelligent data dashboard (analytics and visualization) on COVID-19 impact and recovery.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by the ICT Division and Cabinet Division.

Objectives:

The overall objectives of the assignment are following:

  1. Background research for analytics
  2. Data processing and visual analytics development for the Intelligent “Covid-19 Impact & Recovery Management System”
  3. System maintenance and enhancement, testing error and feedback incorporation

Duties and Responsibilities

Background research for analytics

  1. Data visual analytics plan development: visual, descriptive, diagnostic, and prescriptive
  2. Requirement Analysis for visual analytics development

Data processing and visual analytics development for the Intelligent “Covid-19 Impact & Recovery Management System”

  1. Surveillance data mining: Utilize useful information from 50 administrative datasets from Bangladesh Bureau of Statistics, Directorate of Health, Ministry of Finance, Department of Social Services, Ministry of Disaster Management and Relief, Bangladesh Bank, BMET, Ministry of Women and Children Affairs etc., and 5 real time data (333, 16263, 999, 1098 etc.) of different disciplines. For example:
    1. Health
    2. Economy
    3. Social Safety Net
    4. Relief and Emergency support
    5. Education
  2. Data Architecture:
    1. Integrate data (high volume data, real time data, big data etc.) from different sources to the database engine
    2. Develop the SQL driver or the API for data pushing and pulling from different sources if necessary.
  3. Data Intelligence:
    1. Process data for creating insights engine through python, ArcGIS, ArcMap etc.
    • Identify the possible causes and factors of a situation or an issue with disaggregation (district, sub-district, union, sex, age, etc.)
    • Explore the trend over time and space
    • Identify any special pattern and/or irregularity
    • Find out any new insight from visual dashboards
    1. Visualization Engine: Visualize the output of the analysis to the citizens, policy and the decision makers in ArcGIS dashboards
    • Visualize the aggregated and disaggregated data (graphs, charts, dashboards, layered GIS maps, etc.)
    • Compare the indicators between pre and post COVID time
    • Visualize the application of predictive modeling in 2 sectors. For example- Education and Social Safety Net
  4. Decision support: Recommendation and Visualization through ArcGIS dashboard
    1. Use of ArcGis database engine applying mathematical functions to
    • Convert raw data into decision insights
    • Consider feasibility of decisions – time, cost and resources
    • Identify the people/area at risk in advance
    • Help in resource management

System maintenance and enhancement, testing error and feedback incorporation

Supervision and Performance Evaluation:

The International Consultant for Data Science and Visualization will be working under the supervision of the Results Management Expert of a2i Programme who will be responsible for reviewing the performance and approve the deliverables of the incumbent.

Timeframe and deadlines:

The assignment will be for 70 Working days for over 5 months.

The incumbent will be paid on deliverables basis. The incumbent will be paid in 2 installments, after completing each of the activities.

Required Skills and Experience

Academic Qualifications:

  • Minimum Bachelor’s degree in Statistics/ Business Studies/ Engineering/ Epidemiology/ Applied Statistics or any other relevant discipline.

Experience:

  • Minimum 07 years of working experience in data analytics, solution architecture development and strategy formulation
  • Minimum 02 years of working experience in translating analytic results to improve public policies.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight: 70%
  • Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% point in technical criteria would be considered for the Financial Evaluation.

Technical Evaluation Criteria

  • Educational qualification (20 marks)
  • Work experience in data project management (30 marks)
  • Experience in design and analysis (20 marks)

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
